The representative authority for the System is a Civil Service Bureaucracy, Several Councils. Members of the councils are selected from nominees of sitting council members, and a computer selected pool of candidates, often members of individual city councils. Expert computer systems maintained by representatives of all four Councils interveiw candidates and choose the best based on pre-established criteria. These councils are mirrored at each settlement in the system. Membership is mandatory for first time selectee's. In the event of a multiple term selectee refusing membership, or the death, incapacity, or removal of a member the next available runner up serves the remainder of the term. Terms are for 4 years.Council of Cities13 members. Composed of City Administrators. Authority over education,safety, and community services.
Council of Security 13 members. Composed of Naval, Marine and Police Administrators. Authority over military and police.
Council of Trade 13 members. Composed of Customs Administrators and local merchants. Authority over Commerce.
Council of Justice 13 member. Composed of Law Administrators. Authority to make Laws and dispense justice.
The Duke of Glisten owns Glisten City outright as enfeeoffment. Except for their defensive needs the Dukes through history have had a hands off policy towards the governance of the community. This does not keep the present Duke from attempting to shape the will of the people as head of the Church of Paladia and through regular speeches and press releases.
