Open Forum

Betty Mosier #1522 expressed the idea that renters of apartments should be allowed to attend our meetings even if they not allowed to vote. Renters are often interested in Club business and could also become owners in Dreamland Villa.

Al Hainje # 446 as secretary of the Dreamland Computer Club he reported on attendance at recent club meetings. During February, 357 persons attended meetings classes and workshops. The club still has room for anyone interested in the enjoyment of learning to use computers.

Jeanne Enockson #441 Rose to talk about the many contributions made over the years by the Arts and Crafts Club. This club has existed for over 30 years and pays $1000 each year for rent for its shows. They have promoted donations to Sunshine Acres. The Club's Art Fairs are considered on of the best in the East Valley. Proceeds from the refreshment booth have been donated toward the Farnsworth kitchen and the block wall around the Read Hall Pool. They have been disturbed by recent Board actions limiting access to Farnsworth Hall and the lack of microphones for the Fairs.

Charlotte Flis #1951 Requested some dates for the Posse Sale at Farnsworth Hall. They wish to have the hall rental fee waived as well a saving the following dates: October 27, 28, 29 & 30, 2004 and February 23, 24, 25 and 26, 2005 for setup, pricing and sales. The recent sale earned $3150 for the Posse. That is enough to buy one fixed radio for a patrol car plus some left over.

Dick Ebenhoch #100 with the Dreamland Sheriff's Posse thanked the Board for allowing space in the Library for the Posse office. They have a radar gun, which they plan to use to control speeds on DV streets. In answer to the mail appeal for donations 537 persons responded to the tune of $12,949. The treasury now has a balance of $15,619 (2-29-'04) without counting the results of the March sale. All donations are tax deductible.

Tom Partington #1775 Tom complimented the Posse on their patrols and wondered about having a crime report in the Citizen. He is concerned about the negative responses to mandatory membership in the East Valley newspapers. He feels that recent improvements to our facilities only increase all home values in the Villa.

Minutes of the February 2004 Board Meeting

It was moved by Marvin Madsen and seconded by Jim Cook that the February 2004 Board minutes be approved as published in the Citizen. Motion passed.

Treasurers Report

The treasurer's report was read by Gaela Roberts and was filed for future audit. Total income for February was $50,003.95 and total expenses were $51,134.38, which yields -$1,130.43 (negative) income. Note: this month our yearly bill for liability insurance was due for $28,806.00. Year-to-date amounts are: income: $235,322.11, expenses: $80,906.59, Net income: $154,415.52.

Committee Reports

Hall Rental fees- Pat Ryan reported that the study is still in progress.

Library- Barbara Miller, 154 patrons visited the library in February, checked out 467 books and the volunteers worked 180 hours. The Library is offering a free book return day on Friday, March 12, 2004. You can return any and all overdue books without a fine.

Mandatory Membership-Barbara Miller reported that 17 sections have approved mandatory membership and have been recorded at the County Clerk's office. The last sections will be done soon.

"Meth. Labs" - Merle White stated that two representatives from Maricopa County will speak at the General Membership meeting this afternoon (March 9) at 2:00 PM about identifying if a meth. (drug) lab is operating in your neighborhood.

Bylaw revisions - Jim Cook said that his committee has collected a number of suggested changes to the bylaws, some from the attorney and some from the Board along with standing rules passed by the board last month. It is proposed that the changes be brought to a future General Membership meeting for passage.

Hobbies and Crafts - Marvin Madsen presented proposed job descriptions for monitors in the Woodshop, Art Dept., Lapidary Lab., and Ceramics Chaos. These job descriptions will be reviewed by the Policies and Procedures Committee and eventually will be published in our Policy Manual. The new art display easels constructed in the woodshop will be used in the upcoming Art Show. Surplus machines from the woodshop are being offered for sale by silent auction at the DV swap meet on March 20, 2004. See Pg. 4 of March citizen. Mr. Madsen also reported that we need a Procedure posted in case of a medical emergency in our shops.

Maintenance- Harry Cole gave details of the swap-meet being held at the Farnsworth Hall parking lot on March 20. See Pg. 2 of March citizen. The Board is selling at the swap meet certain exercise machines donated by members. The donation is appreciated but these machines do not meet the standards set by our liability insurance. The Farnsworth Hall roof will be completely recovered soon by a roofing contractor chosen by the Board. It has developed many leaks in the past year. Advertisements have been placed in the "Citizen" (pg. 11) and the E.M. Independent for a maintenance person to be hired for Dreamland Villa. Note: DV residents are welcome to apply, applications in the office.

Complaints-Howard Zimmerman announced that (2) families with children have left the Villa due to his efforts and help by Maricopa County officials. He also thanked the Posse for efforts to slow speeders on our streets. He also urged people who will leave for the summer to have someone take care of any weeds that may pop up in your yard. Speeding cars and weedy yards are a source of many complaints. Barbara Miller asked for a hand for Howard for the excellent job he has done in handling complaints this year.

Membership Committee - Jim Quinn said that to-date we have about 100 more members this year vs. 2003. Jim mentioned the disclosure and transfer fees the Club is now receiving from the sale of homes. Jim Cook explained that these fees cover the cost of supplying 8-10 required documents to buyers of homes.

Old Business

Facility Hours - Merle White "moved that the all facilities be open from 7:00 am till 10:00 pm with the exception of the exercise room which shall be open from 6:00 am till 10:00 pm, summer and winter." Robert Morton seconded this motion. Discussion affirmed that these are the earliest times the facilities will be available allowing maintenance people time to do cleaning before opening. Craft shops can set later opening times. The motion, as amended (below) passed.

Jim Cook moved to amend the previous motion to exclude Farnsworth Hall. Seconded by Jerry Sarver. Motion passed.

Marvin Madsen moved "that the proposed job descriptions for monitors in the Woodshop, Art Dept., Lapidary Lab., and Ceramics Chaos be reviewed by the Policies and Procedures Committee and be published in our Policy Manual". Seconded by Jim Cook. Motion passed.

Marvin Madsen moved " that the Policies and procedures Committee establish an emergency procedure for all craft shops". Seconded by Jim Cook. Motion passed.

Hally Loe Concert - Harry Cole reported on the success of this concert, attended by 298, persons which generated a $298 addition to the general fund of Dreamland Villa.

Travel Office Contract - Gaela Roberts told about the lack of a contract for travel services for the last few months. The Board drew up a contract and sought three travel agencies to agree to the contract. Features of this contract were liability insurance coverage, amounts of commissions and how they would be detailed and paid and manning of the DVCC travel office. Three agencies, Terra Travel, Sue Sinclair Travel Center and Russ and Kathy Peck responded in writing and orally at a special Board meeting on March 5 to explain their proposals.

Barbara Miller: "I move that we vote by paper ballot" which was seconded by Ivan Hill. Motion passed.

New Business

Merle White commented on concerns he heard in canvassing for signatures for acceptance of the amended C.C&R's (Mandatory Membership, etc.). One concern is that the Board would build a "TAJ MAHAL" after removing our previous $3,000 spending limit (without member's approval). A more realistic spending limit of $20,000 has been enacted. Another concern was that the Club could foreclose on a home for non-payment of dues, etc.

Merle White: "I move that there be a standing rule that no home in Dreamland Villa be foreclosed upon for non payment of dues until all other means of collection have been exhausted. Seconded by Bob Morton. Motion passed.

Marvin Madsen: "I move that the four craft shops that share in the proceeds of the sale of aluminum cans take their turns in marketing the cans or give up their share of the proceeds". Seconded by Barbara Miller.

Announcements

The long awaited masonry Memorial Wall has been built near the entrance of the parking lot at 55th Place and University Dr.
