For those who are just looking to see, "No Frames" mode eliminates the constant Table of Contents menu on the left side of the page. Frames create multiple part pages where each part is a separate, indepedent web page. Go ahead and try it. There are Table of Contents links at the top and bottom of each page.

If you prefer the left menu, close this page and you will see the original framed page is still open, assuming you didn't close it after opening this page. It's about choice. I like the frames mode for convenience in a tutorial.
