Discussion:
According to 3-1201 of the Arizona Statutes, a "donkey" falls into the broad definition "Equine", which means horses, mules, burros, and asses ("donkeys"). The word "donkey" only appears once in the statutes, in 12-553 (which defines "Equine" as a horse, pony, mule, donkey, or ass.) So, if this law existed at any time, it is more than likely that the word Equine is used instead of Donkey.
At no place in the Arizona Statutes is there currently a law regulating this type of activity. Further investigation will need to be done to debunk this "law."
