Discussion:
California Penal Code 11225(b) is part of the California "Red Light Abatement Law", which make up Penal Codes 11225-11235. The original "Red Light Abatement Law" was passed in 1913, to ban prostitution in California. CPC 11225(b) is believed to have been added in the 1980-1990 time frame (statues and annotated texts of this law are not available online for laws before 1993, and will have to be researched through paper law-books.)
This law was enacted in an attempt to prevent the spread of AIDS.
