This oddity is called a Plastichrome® Peek Post Card. It has a plastic viewer attached to a cardboard tag with a chain. The photo inside the viewer shows a rider on horseback greeting the Edaville train.

This is a promotional card for "Big Brother Bob Emery" at Edaville, probably from the mid 1950s. The caption is printed to make it look like it was hand written.
