Health Care Consultant Consulting services covering a rich and diverse range of projects—often involving aeromedical, critical / tertiary care, and / or new and innovative types of health services. Engagements have required a range of efforts: justification / financial impact studies, outreach / marketing plans, and the actual development and implementation of new service concepts. A sampling of efforts is as follows: * Extended engagement as sole health consultant to an American / Russian joint venture developing a health facility with major outpatient services in Moscow, Russia. Involved research and development of all health aspects including defining target populations, determining the initial scope of services and project staffing, a "first stage" medical facility / mini-hospital, and financial performance projections. (Majority control of project was acquired by a Fortune 500 company during mid 1994. The Moscow service was inaugurated in association with a major New York medical center November, 1994) * Developed conceptual model of a combined hospital / hotel physical facility for third world settings. * Performed feasibility studies, assisted with Certificate of Need and Board submittals, and guided the implementation of multiple new hospital-based aeromedical programs. * Performed a financial analysis and program staffing plan for a project involving a L1011 jumbo jet configured and equipped as a flying surgical facility / mini hospital. * Advised physicians / physician groups on new medical ventures / entrepreneurial projects * Developed and implemented both operational and hardware innovations for aeromedical helicopters / industry. * Conducted original research on aeromedical cost issues and developed economic justification schemes. * Developed and maintain an extensive data base of aeromedical helicopter accidents starting with 1972. * Chaired committee that developed major recommendations for a national association's provider categories, membership, and future composition (All adopted by board and membership). * Served clients in Florida, Hawaii, Maine, Mexico, Michigan, New Hampshire, New York, North and South Carolina, Pennsylvania, Texas, Virginia, and Russia. Advised potential projects in Africa, Caribbean Island chain, and South America. * Invited, as only North American, to present a paper at major Latin American EMS Conference in Mexico City, Mexico. * Co-authored several scientific papers and a chapter. (see Publications section below) * Developing a hub / spoke day-hospital plan using rapid shuttle transport to serve under-served remote or rural areas efficiently and at reduced cost. |
| 1987-1991 | Senior Management - University Medical Center * Recruited to develop and implement, on an accelerated basis, a trial project involving a Level One Trauma Center, a Flight Service, associated educational / research components, and all support facilities. * Implemented a highly successful outreach / marketing effort involving 155 hospitals and 100 plus health / safety agencies in an established, highly competitive market. * At the end of the trial period, a Clinical Effectiveness study reported new services had markedly exceeded target projections regarding new admissions and hospital impact and had made a contribution margin to Medical Center of $9.1 million dollars. All services were granted permanent operational status. |

| 1983-1985 | President - Ambulatory Care / New Ventures Corporation * Over a two year period, while starting a new ambulatory care corporation for parent / holding company, developed and implemented the following services: urgent care centers (3), outpatient diagnostic center, IV therapy center, doctors office building, rehabilitation center, home health service, outpatient dialysis center and child care service. * Management efforts led to new corporation achieving break-even in twenty-two months. * Received Board approval to start major health care products dealership and begin advanced planning for a $5.8 million health fitness center. * Chaired committee to coordinate the annual conference of a national association. |
| 1976-1983 | Administrator - Medium General Hospital * Oversaw "downsizing" of 167 bed hospital and construction ($26 million), staffing, equipping, program expansion and occupancy of a new 256 bed hospital located in growth corridor. * Paid off new hospital start-up expenses in record time. * Opened a new Emergency Department and the first free-standing Outpatient Surgery Center in the state. * Implemented one of earliest hospital wide computerized "Order Entry" systems. * Worked with Medical Staff to develop a surgical step-down unit and provide specialized services in Orthopedics, Vascular Surgery, and Breast Reconstruction. * Maintained census at mid to high eighties in a very competitive market. * Oversaw successful management response to organizational effort of parent corporation by 1199C. Union withdrew due to lack of employee interest. * Performed feasibility study, coordinated / submitted an uncontested Certificate of Need, and implemented a medical helicopter ambulance service - the thirty-first in the nation. * Chaired sub-committee to develop policy statement for American Hospital Association. * Served as President of local hospital council * Chaired state committee to develop first Emergency Medical Services plan for Commonwealth. |
| 1969-1976 | Assistant & Associate Administrator - Large General Hospital * Operational responsibility for multiple departments in 750 bed tertiary hospital including Nursing, Operating Room, Emergency Room, Radiology, Laboratory, Medical Records, and Physical Plant. * Administrative lead to the Medical Staff for the development of the Open Heart Surgery Program, Transplant Program, Trauma Service, Biomedical Ethics Review Committee, Chaplaincy Program and major revision of Medical Staff Bylaws. * Wrote and received approval for Certificate of Need for the first brain scanner (EMI) in the Commonwealth of Virginia. * Planned and installed one of the first hospital heliports on the Eastern seaboard to facilitate use of military aircraft to transport rural trauma patients. * Initiated / chaired pilot project to coordinate the medevac of patients by U.S. Coast Guard helicopters from southeastern Virginia / northeastern North Carolina hospitals (1974-76). * Assisted in development of one of the first free-standing municipal rescue services in the country. * Implemented the first regional Hospital Emergency Administrative Radio communications network in the Commonwealth. * Chaired state committee that developed the first EMS vehicle classification system to include aircraft. * A founding member of one of the first regional bio-medical ethics committees. * Principal in the formation of one of the earliest regional Emergency Medical Services councils. |
