While this is regarding Southern California wanter system, Frank has made it clear that the song is a different topic than Olé Mullholand, regardless of what some people tend to think.

The first is a tribute to the man who brought water to the desert. The second, a tragic american ballad about the event that is why no one else tributes the man who brought water to the desert.
