So, how is my page different from so many others out there? Well, it isn't necessarily, but I hope to provide something I've found lacking from the 'Net and (up until recently) from Palladium supplements: TEMPLATES for NPCs rather than just OCCs.
A template is an average member of an OCCs for a certain level, ready to use when needed. Each is presented at four different levels of experience with typical weapons and armor. They have been made to be tough examples of "average" though!
There are some house rules that affect these templates:
PP affects ranged to
strike bonuses as well as hand to hand.
The number of attacks is
calculated by using what is written in the Rifts main book instead of
giving two base attacks plus the number of attacks for Hand to Hand combat
skill (ala 2nd ed. Palladium games). If you use 2nd ed. Palladium rules,
just add two attacks.
