To qualify for membership in Chapter 121 of the FMA you must be a managerial employee in various activities of the federal government responsible for implementing decisions and are not encompassed by the negotiated labor agreement. A managerial employee is one who organizes and directs the work of others or who has managerial responsibility over major functions and/or projects.
