I cut out the bad metal, leaving a solid base for welding the new patches.  Next, I drilled 1/2" holes allowing access to the interior of the rocker panels.  Then I came in with the undercoating gun and a long wand attachment and coated the rocker interiors.  The holes were then plugged with plastic caps from Eastwood's.  I'll go in from the rear of the rockers and do this again.
