Globecom 1995 minutes of meeting

Signal Processing and Communication Electronics Technical Committee (SPCE)
Meeting at GLOBECOM'95, Singapore
14 November 1995
The meeting began with general discussion and was called to order at 5.30pm by Stamatios Kartalopoulos.
1. The minutes of the meeting at ICC'95 were approved.
2. TPR Reports:
A. GLOBECOM'95.
- In the absence of Farokh Marvasti, Trevor Clarkson reported that SPCE was involved in 7 sessions (4 full, 1 half-session and 2 co-sponsored).
B. ICC'96.
- Sumit Roy reported that there had been 623 papers submitted of which 338 had been accepted. These will be organised in 52 sessions.
- SPCE-sponsored sessions include Synchronisation (with Comm Theory), Space-time processing (a half session), Multiple Access for Wireless (with PCS, a half-session) and DSP for Communications (half-session).
- The desirability of sharing sessions in future conferences was discussed.
C. GLOBECOM'96. Nov 18-22, 1996.
- A list of proposed potential sessions was tabled by Naohisa Ohta. These were discussed and the need for clear titles andobjectives was noted.
- The following sessions were to be forwarded to GC'96 TPC: Adaptive Antennas for Wireless Communications, Synthetic Chaos for Communications, Signal Processing in Wireless Multimedia Communications, Telemedical Signal Processing, Intelligent Communications, Video Coding Electronics for High-Speed Networks, Modulation and Coding for Satellite Communications, Advanced Topics in Signal Processing in Telecommunications. Interest in Speech and Audio Coding for Wireless Communications would be checked before including this topic.
- Two tutorials were proposed from Stamatios Kartalopoulos and Gerhard Fettweis.
- The GC'96 TPC was to meet on the following morning.
D. ICC'97. June 8-12, 1997 in Montreal.
- The ICC'97 TPC was to meet on the following day so there wasnothing to report.
- New rules had been received from GICB concerning conference sessions.
E. GLOBECOM'97.
- No meeting was held at GLOBECOM'95.
F. ISPACS'96.
- Naohisa Ohta presented a call for papers for the combined ISPACS'96 and ICCS'96 to be held in the Westin hotel, Singapore from 25-29 November 1996.
G. NEuroFuzzy'96.
- Trevor Clarkson outlined the preparations for this conference to be held in Prague from 16-18 April 1996. A call for papers was available at the conference. The deadline for papers being 1 December 1995.
H. MILCOM'96.
- Jaafar Elmirghani reported that no information had been received.
3. Workshop reports. No reports had been received.
4. Distinguished Speaker Program.
- Stamatios Kartalopoulos had been invited and gave a lecture in Mexico City recently.
5. Communications Magazine Liason.
- Jaafar Elmirghani reported that the new Editor in Chief is looking for Guest Editors for special issues. Proposals for tutorial papers or feature topics were welcomed.
- Sumit Roy offered the topic Signal Processing for Wireless.
6. New business
- The SSC petition for Society status has been approved. Gerhard Fettweis proposed that the 7 representatives from supporting Societies to AdCom should continue. It has been agreed that this will be implemented for the first 4 years of the new Society's existence, although a period of only 2 years was favoured by Maurizio Decina.. Gerhard Fettweis is on the committee which is drafting the by-laws for the new Society.
- It was felt that there are too many changes in the ICC/GC technical program procedures as these change for each conference.
- A question was asked about the appointment of Associate Editors to the Transactions. No proposals were made on this matter.
The meeting adjourned at 7.30pm.
Attachment to the minutes:
Stamatios Kartalopoulos attended the ICC'97 technical meeting that took place the day after our meeting. He reports that the ICC'97 technical Committee will be accepting proposals for sessions, workshops and tutorials by the 15th of January 1996. When the proposals are made, it is important to have names of organizers/chairs for each session proposed.
The following is a tentative list of sessions. We are looking for more proposals and also for organizers. Anyone interested to propose and organize a session please respond asap to Stamatios (svk@hotld.att.com, fax: 908-735-2830 or 908-949-6036); include name, address, phone no, fax no, and e-mail. Proposals will be made based on interest and response.
