Globecom 1998 minutes of meeting

Meeting at Globecom’98, Sydney

The meeting began at 18:12 and 9 members were present.

1. Introductions and welcome to new members

The new officers are

Naohisa thanked outgoing chair Trevor Clarkson and previous secretary Jaafar Elmirghani.

2. The minutes of ICC98 were approved.

3. TPR reports

A. Globecom98, J. Elmirghani: some confusion due to papers being sent to SP for Storage TC, SPCE organized 5 session and 2 tutorials. There was confusion and mistakes in the Advance and Final Programs. The Globecom98 committee acted without consulting SPCE, adding four papers to one session and a mixture of topics.

B. ISPACS98 Melbourne, N. Ohta: 180 attendance, successful.

I. ICC99 Vancouver, T. Taniguchi: (see write up)
850 submissions, 50 for SPCE review, 40% acceptance target gives 20+ papers, 3 sessions, have tentative chairs (will confirm), need organizers.  SPCE recommends Tomohiko be listed as organizer for all sessions since he did the work.  One Tutorial accepted, will have at least one tutorial.

J. Globecom99 Brazil, R. Smith (TPC), J. Elmirghani (Symposium Chair):
Jaafar is organizing symposium, has created a call for papers and is distributing at Globecom98. We are ahead of others TCs at this point.  Please help solicit papers.  Submitted one tutorial idea.
Publicity plan: e-mail call for papers to SPCE members, Globecom99 and SPCE will put call on web sites, H. Bessai will distribute to Region 8 news. Up to 48 papers will be accepted, about 100 to be reviewed. Add Bin Qiu to TPC list.  Add optical signal processing topic (hot topic) to see if we get papers.

4. Tutorial Proposals for future conferences
J. Elmirghani submitted to Globecom99: Photonic Switching (20 people registered at Globecom98). Will send e-mail to SPCE members asking for proposals, R. Smith will collect responses.

5. Workshop reports: nothing reported

6. Communication Magazine, J. Elmirghani:
Recent and future items sponsored by SPCE: Dec 97 VLSI Issue, Oct 98 Feature Topic VLSI in Comm, Dec 98 Special Issue Optical/Wireless. Need proposals for future issues. T. Clarkson suggested a Special Issue on Speech Processing. Submit now for 2000, about 18 month lead time to get into magazine, but there may be gaps to fill sooner if we can respond quickly. Guest Editor handles reviews unless the G.E. is co-author then Editor in Chief handles reviews.

7. Distinguished Lecturers
Dr. Paul Mermelstein, believed to be current Distinguished Lecturer.
Dr. Stamatios Kartalopoulos, recommended by committee.
Farokh Marvasti, recommended by committee, need to verify interest.

APPENDIX Supplemental TPR Reports (received after Globecom98 meeting)

A. For item 3.K., ISPACS99, N. Ohta (received 8 January 1999):
ISPACS99 will be held at Phuket Arcadia Hotel, Phuket, Thailand, on December 8 - 10, 1999.
They have changed the name of the event from "IEEE workshop" to "IEEE Symposium" in 1999. The full
name of ISPACS99 must be "1999 IEEE International Symposium on Intelligent Signal Processing and
Communication Systems.

3.C. ISCSDSP98, Report submitted by: Z Ghassemlooy

The First International Symposium on Communication Systems and DSP was held here in Sheffield 6-8 April 1998. The event attracted large number of papers (more than 200) from 35 different countries covering a wide range of topics. Included in the programme was four (national and international) guest speakers. The prize for the best papers (oral and posters) were sponsored by:

The Northern Telecom
Cambridge Control
Sheffield Hallam University.

A symposium proceedings was published in two volumes. The event was well received by the delegates and the feedback received were positive.  The local organising committee, with consultation with delegates, decided that this event should be held every two years, with the next one scheduled for the year 2000, Bournemouth University, UK.

For the next event we are seeking IEE sponsorship together with IEEE.

3.F. ICDSPA98 Moscow, Report submitted by: Dr. Juri Gornostaev

We are very grateful for your IEEE ComSoc SPCE Tech Committee sponsorsÕs supporting of the 1st DSPAÕ98 International Conference has been held in Moscow from June 30 Ð July 3, 1998. The DSPAÕ98 was a highly successful event taking into account that the conference on DSP was the first one in Russia after the Soviet Union collapse in 1991.

The conference has gathered 85 papers presented at one full-day plenarysession and seven problem-oriented sessions:
1. THEORY OF SIGNALS AND SYSTEMS
2. DIGITAL FILTERING AND STATISTICAL SIGNAL PROCESSING
3. DIGITAL SIGNAL PROCESSING IN TELECOMMUNICATIONS SYSTEMS
4. DIGITAL SIGNAL PROCESSING IN RADAR AND HYDROACOUSTICS
5. DIGITAL IMAGE PROCESSING
6. DIGITAL PROCESSING OF MEASUREMENT INFORMATION. INFORMATION SECURITY
7. NEW MICROPROCESSOR SYSTEMS FOR DIGITAL INFORMATION PROCESSING: DIGITAL PROCESSING SYSTEMS DESIGN
8. DIGITAL RADIO BROADCAST

The attendees came from 12 countries. There were 276 registered participants. The DSPAÕ98 proceedings were published in 7 volumes edition (total 1634 pages) in English and Russian languages. All Russian papers are published in both languages. The limited number copies of the DSPAÕ98 proceedings are available from ICSTI (Moscow 121252 Russia, Kuusinen Str. 21-B, fax: +7-095-943-0089.

Concurrently with the conference the small DSPAÕ98 Exhibition has been held. At the Exhibition ten Russian companies demonstrated DSP hardware and software products produced by some foreign firms (Texas Instruments, Hewlett-Packard) and Russian labs. The Exhibition has been visited by 950 people.

The next DSPAÕ99 conference will be held in Moscow, 21-24 September 1999. The Call for Papers is enclosed (posted on SPCE Web Site).

We would be very thankful for your help in advertising and promotion of the DSPAÕ99 conference. We invite you Prof. Clarkson to participate in the Technical Program Committee of the DSPAÕ99 conference. Could you recommend us some other people to join the Committee or to give a speech as an invited speaker at the DSPAÕ99?

All your advices and any ideas will be highly appreciated. We would be glad to send to you the complimentary copy of the DSPAÕ98 Proceedings if you give us your post address.

3.G.  ATM98, Report submitted by: Professor Lorne G. Mason

The IEEE ATM'98 Workshop was held at George Mason University, Fairfax,  Virginia, USA on May 26-29, 1998. Conference sponsors were the IEEE, IEEE Communications Society, George Mason University, and INRS-Telecommunications.

The conference co-chairs were Bur Goode of IBM and Mario Gerla from UCLA. The technical co-chairs were Lorne Mason, of INRS-Telecommunications and David McDysan from MCI. The theme of the conference was "Meeting the challenges of deploying the global broadband network infrastructure". Of the 144 extended abstract submissions, 54 papers were accepted for presentation following international peer review by the technical committee. Contributed papers were presented in two parallel tracks entitled, "ATM Switching and Service Integration" (Track A) and "ATM Network Design (Track B). The proceedings made available to attendees were published by the IEEE Press.

The contributed sessions were complimented by a lively keynote address from Vinton Cerf, who discussed current trends in the Internet, and invited speakers David McDysan of MCI and Rick Boivie of IBM, who discussed IP/ATM integration and MPLS respectively. Finally, invited speaker Jakka Sairamesh of IBM spoke on pricing and quality of service issues. As noted by Lorne Mason in the closing statement the growing importance of the Internet and IP/ATM integration were a recurring theme in both invited and contributed presentations of the workshop.

There were 110 participants registered coming from leading industrial and government research laboratories and  universities. The meeting was truly international in character with a significant number of participants and speakers from Europe and Asia and Australia along with a strong contingent from Canada and the United States. Based on comments of participants, the meeting was viewed as a success. The meeting was also a modest financial success. Total revenue was $41,518.08 and total expenses were $36,386.77, leaving a profit of $5,131.31.
