The meeting began at 6:45 PM.
1. Introductions and welcome to new members - Attendees introduced themselves.
2. Minutes of ICC99 - The minutes of ICC99 were approved.
3. TPR and Workshop reports
A. ICC99 (Vancouver), Tomo Taniguchi
There was no wrap-up meeting. Generally successful.
B. GLOBECOM99 (Rio de Janiero), Ron Smith (TPC), Jaafar Elmirghani (Symposium Chair)
SPCE organized 3 sessions in the General conference. Advanced Signal Processing Symposium received 100 papers, 40 accepts, 5 sessions, and 1 tutorial on Interference Cancellation.
C. ISPACS99 (Thailand), Naohisa Ohta

1999 IEEE International Symposium on Intelligent Signal Processing and Communication Systems (ISPACS'99) was held at Phuket Arcadia Resort, December 8-10, 1999. It has been held 7 times, the first was in Taipei in 1992. According to the number of papers, it is significantly increased and ISPACS'99 has changed its name from workshop to symposium. The main objective of this symposium is to attract researchers and engineers to share experience in advanced signal processing technologies that enhance the intelligence and adaptability of communication systems.
ISPACS'99 was organized by the Communication Chapter of the IEEE Thailand Section and technical co-sponsored by the Communications Society of IEEE in cooperation with IEICE of Japan. The other co-sponsors are the National Science and Technology Development Agency (NSTDA), National Electronics and Computer Technology Center (NECTEC), Japan International Cooperation Agency (JICA) and Sirindhorn International Institute of Technology (SIIT), Thammasat University.
A total of 200 papers were accepted from 267 submitted from 22 countries around the world. The total number in attendance were 278. There were two tutorials, on MPEG-4 and on Wireless Telecommunication Techniques for Fading and Interference Environments. Four keynote speeches were arranged and the symposium was divided into 30 technical sessions.

Region 8 Conference, SPCE was not involved this year.

S. Farquhar had organized one session.
G. ICC00 (New Orleans), T. Clarkson
Thank you to all who helped. Special thanks to those who struggled through the Web site bugs and managed to get reviews done. TPC meeting is tomorrow to form sessions. SPCE does not have a symposium for ICC00. We will want to sponsor symposia at future ICCs.
Update 7 Dec. 1999:
SPCE has 3 sessions out of 53 total, DSP for Receivers, CDMA and OFDM Systems, and Advanced Signal Processing for Communications. SPCE has been requested to organize an SAS session on Hardware for Advanced DSP.
H. GLOBECOM00 (San Francisco), T. Taniguchi
There are 6 symposia, SPCE is co-sponsoring 3: Communication Theory Symposium - Horst Bessai is rep, Global Internet Symposium - N. Ohta is rep, Future Photonic Network Technology Symposium - J. Elmirghani is rep. They will try to assign papers to symposia, those that don't fit will go to general conference. Review deadline is 4 May 2000. Tutorial / Workshop / SAS proposals are due 4 March 2000.

PIMRC 2000 is co-sponsored by ComSoc. Ning Yang is our TPC rep. Submissions are due in Feb. 2000. There is a good fit for SPCE topics, SW Radio and Blue Tooth for example.
J. ISPACS00 (Hawaii), N. Ohta
Intelligent Signal Processing and Communications Systems, 6 - 8 Nov. 2000. SPCE should endorse for ComSoc technical co-sponsorship.
K. MILCOM00 (Los Angeles), S. Farquhar (N. Ohta reporting)
Tan Wong and S. Farquhar are both TPC reps for Milcom 2000.
L. EUROCOMM00 (Munich), T. Clarkson
ComSoc/Nato collaboration (organized from top down), not a normal SPCE event. Probably losing money, not enough papers.
M. Other TPRs and Workshops
APCC00 (Seoul, Korea)
Oct. 21 - Nov. 3, 2000. Similar to EUROCOMM00, but Pacific Rim. SPCE will endorse for ComSoc technical co-sponsorship.
ICC01 (Helsinki, Finland)
SPCE needs to appoint a TPC rep (perhaps Joao Romano), T. Clarkson will attend meeting tomorrow. J. Elmirghani is organizing a symposium on Signal Processing for Wireless Commumication and Norman Beaulieu is considering becoming co-chair. A key to symposia approval is to have ideas early, also GICB would like similar proposals for subsequent conferences.
GLOBECOM01 will be in San Antonio, Texas.
ITS02 (Natal, Brazil) wants a TPC rep from SPCE to review papers but probably not attend any meetings. Contact is Dr. Humberto Cesar Chaves Fernandes, e-mail humbeccf@ct.ufrn.br.
4. Tutorial proposals for future conferences
J. Elmirghani will contact authors of Globecom'99 tutorials on "ASIC's and Signal Processors for Communications" and "Interference Cancellation" to see if they will do them again at ICC01.
5. Symposia proposals for future conferences
SPCE should continue proposing similar symposia for future conferences as long as the topics are current.
6. Communication Magazine, J. Elmirghani
Need new proposals for Feature Topics. There is a short waiting list and a number of open slots. It is a good idea to propose feature topic now to get slot in magazine, then solicit papers. Guidelines for Guest Editors are available on the Communications Magazine web site.
7. Any Other Business
The TAC meeting was summarized by N. Ohta. There are now 21 TC's, is this too many? Will we need new TC's as new topics emerge? There is a TAC proposal to help increase membership in TCs by having each TC provide an overview of its activities. Also want each TC to define which ComSoc topics it has leadership of. TAC wants something more focused than what is in our charter. N. Ohta will draft a proposal to be distributed to those in attendance at this SPCE meeting for comment.
