Globecom 2000 minutes of meeting

Meeting at Globecom 2000, San Francisco, USA
28 November 2000, 5:00 pm - 7:00 pm
1. Introductions and welcome to new members - The meeting began at 5:08 PM. Attendees introduced themselves.
2. Minutes of ICC2000 - The minutes of ICC2000 were approved.
3. Technical Program Committee (TPC) and Workshop reports
A. GLOBECOM 2000 San Francisco, T. Taniguchi (TPC), J. Elmirghani (Symposium)
SPCE has one session in the General Conference plus a Symposium with 4 sessions (100 papers submitted, 30 accepted) and two tutorials.
B. PIMRC 2000 London, T. Clarkson
Over 575 attendance, ComSoc cosponsored, small profit with $80k corporate sponsor.
C. ISPACS 2000 Hawaii, N. Ohta
Held in conjunction with ISIT. 250 papers submitted, 200 accepted, 250 attendance.
D. MILCOM 2000 Los Angeles, S. Farquhar (TPC) reporting by e-mail
Two unclassified sessions were sponsored by SPCE. Session U22 "Advanced Processing Techniques" had 2 invited papers plus 5 other papers selected from 18 offered to this session from the general call for papers. The session was well-attended throughout, and some papers gave rise to significant levels of discussion from the audience. Session U2 "Advanced HF and BLOS Techniques" had 5 papers including 2 invited papers and attracted a significant audience.
E. APCC 2000 Seoul, Korea, N. Ohta
200 papers and 300 attendees.
F. ICC 2001 Helsinki, Finland, Y. Lee (TPC), J. Elmirghani (Symposium)
Paper distribution: 59 as 1st TC and 49 as 2nd TC should result in 3 or 4 sessions. There will be at least two tutorials associated with the Symposium.
G. MILCOM 2001 McLean, VA, USA, S. Farquhar (TPC) reporting by e-mail
To be held in McLean, Virginia. Expect one or two sessions sponsored by SPCE.
H. Globecom 2001, Y. Lee (TPC), N. Ohta (Symposium)
Will be using new software for conference organization that was not designed for ComSoc and therefore needs some adjustments.
I. ICC 2002 New York, T. Taniguchi (Symposium/TPC)
Mark Karol (TPC Chair) attended our meeting to report on the planning. April/May in Times Square. Will have exhibits for Start-up companies (planned to be continued with Globecom 2003). Will use symposium model (10 or more) without a general conference.
J. GLOBECOM 2002 Taipei, Taiwan, H. Al-Raweshidy & N. Yang (TPC), Y. Lee & T. Taniguchi reporting
Symposium must receive at least 80 submissions or it will be cancelled and papers given top the general conference. Y. Lee is on the local organizing committee.
K. ITS 2002 Netal, Brazil, Marcello de Campos (TPC)
International Telecommunications Symposium.
L. Other TPRs and Workshops
ISPACS 2001 will be in Nashville prior to Globecom (San Antonio). Bin Qiu is TPC rep. J. Elmirghani will give keynote speech.
Should SPCE be involved in INFOCOM, NOMS or WCRC?
APCC 2001 will be in Tokyo, N. Ohta is TPC rep.
4. Tutorial proposals for future conferences
J. Elmirghani suggested Optical Signal Processing.
5. Symposia proposals for future conferences
Suggestions included Photonic Networks and VLSI (problem in the past getting enough VLSI papers).
6. Communication Magazine, J. Elmirghani
SPCE members have done several reviews. There is now a Circuits and Systems Series. Feature Topics are needed.
7. OpCom meeting report, T. Clarkson
Initiatives include the ComSoc Portal (internet site) and ComSoc Intellectual Property. Food and beverages at TC meetings will be included in TC budget which is now $1500 per year.
8. TC Policies and Procedures, N. Ohta
The SPCE P&P were editted in June, distributed and revised. It is suggested that the incomming TC Chair revise the Elections section.
We need a policy and procedure for spending funds available to the TC from TAC (about $1000 per year). It was decided that the TC Chair has final authority for spending funds. Need for definition of a quorum was discussed. Naohisa will draft the missing P&P items and distribute for comments.
9. SPCE Election, N. Ohta
The SPCE leadership has been elected by aclamation, 15 yes by e-mail, 3 yes at TC meeting. The new officers are Chair Jaafar Elmirghani, Vice-Chair Ron Smith and Secretary Bin Qiu.
10. Any Other Business
We should encourage more young member participation in the TC. It was suggested to hold virtual meetings by telecon or with e-mail participation. We should advertise the TC meetings (and what a TC is), e-mail authors prior to conference meetings.
11. Adjourn - The meeting was adjourned at 6:10 PM. There were 9 people in attendance.
