Globecom 2002 minutes of meeting

Signal Processing and Communication Electronics Technical Committee (SPCE)
Meeting at Globecom 2002, Taipei, Taiwan
18 November 2002, 5:10 pm - 6:00 pm
1. Introductions and welcome to new members - The meeting began at 5:10 PM. Attendees introduced themselves.
2. Minutes of ICC2002 - The minutes of ICC2002 were approved without correction.
3. Technical Program Committee (TPC) and Workshop reports
A. Globecom 2002 Taipei, Taiwan, Tomo Taniguchi and Yumin Lee.
The SPCE symposium (ASPC) received 241 submissions and 74 were accepted. The SPCE symposium is the third largest in specialized symposia in terms of paper submissions.
B. ICC2003 J. Elmirghani, Tomo Taniguchi
Around 150 papers received for the SPCE symposium (ASPC) and 56 accepted. There will be 14 sessions with 4 papers each (half sessions). Session Chairs and organizers are needed. Tomo will email for volunteers.
C. Globecom'03 Tomo Taniguchi, J. Elmirghani
Only six specialized symposia will run. ASPC will be one of them.
D. ICC2004 J. Elmirghani
Jaafar and Naohisa will represent. ASPC will run. TC SP&Storage may join to run ASPC. 25-40 TPC members are required in order to spread review load reasonably (~15 papers).
E. Globecom2004 J. Elmirghani
Globecom2004 will probably be in Dallas. Tomo will represent SPCE.
F. ISPACS 2002, N. Otha and B. Qiu
ISPACS2002 will be in Kaohsiung, Taiwan, immediately after Globecom2002. ISPACS2001 received about 190 submissions and accepted about 110. The rejection rate is higher than usual.
G. ISPACS 2003/ISPACS 2004, N. Otha
ISPACS03/ ISPACS04 will possibly be held in Japan and Singapore respectively.
H. ITRE2003, J. Elmirghani
This is technically related with SPCE. T. Clarkson is in the advisory/steering committee.
4. Workshop reports, J. Elmirghani
Technical co-sponsorship and the use of IEEE/Comsoc logo will be approved by Comsoc Meetings and Conferences.
5. Change of Bylaw, J. Elmirghani
Comsoc has changed its bylaw so members of sister societies can also serve as officers.
6. SPCE Re-certification, J. Elmirghani
Last re-certification was in 1999. Only a questionnaire is necessary now although a full document has been prepared. SPCE will hold meetings regularly in Globecom and ICC, instead of moving meetings to other conferences like certain other TCs. Researchers in new areas with hot topics are encouraged to form new TCs.
7. SPCE Officer Election, J. Elmirghani
An election sub-committee has been formed, which consists of Jaafar Elmirghani and Naohisa Ohta. The email for election has been circulated to all SPCE members. Members eligible to serve and vote must have attended at least two meetings out of last five. Bin will compile a list for Jaafar and Naohisa. Ron Smith, Bin Qiu and Yumin Lee are nominated as possible candidates for Chair, Vice-chair and secretary respectively.
8. Other Business
TC numbers in SPCE should increase to thrive. TPC chair can email ASPC authors with an invitation to join. Comsoc email list can also be used for the campaign.
SPCE is involved more in conferences but less in journals and standards. There is a potential for increased involvement.
SPCE can solicit and initiate best paper award, young researchers award and other technical awards in conferences, like other TCs.
9. Adjourn - The meeting was adjourned at 6:00 PM. There were 8 people in attendance.
