Globecom 2004 minutes of meeting

Signal Processing and Communication Electronics Technical Committee (SPCE)

Meeting at Globecom 2004, Dallas TX, USA
30 November 2004, 5:35 pm - 6:25 pm

1. Introductions - The meeting began at 5:35 PM.  Attendees knew each other except new member Hung Nguyen.

2. Minutes of ICC2004 - The minutes of ICC2004 were approved without correction.

3. Technical Program Committee reports

A. Globecom 2004 (Dallas), J. Elmirghani
The SPCE symposium received 250 submissions and 77 were accepted in 11 sessions. Two co-chairs outside the SPCE were appointed by Globecom04 TPC. One was inactive. SPCE also co-sponsored 3 tutorials.

B. ICC2005 (Seoul), Tomo Taniguchi
152 papers received for the SPCE symposium and 52 accepted (34%) and 20 withdrawn. There will be 6 sessions with 8 papers each and one half session.

C. Globecom'05 (St. Louis), J. Elmirghani and N. Ohta
TPC of Globecom05 assigned two co-chairs outside SPCE. SPCE moved to have N. Ohta added as the 3rd co-chair. Ron will pick up this action point. [Post meeting note: Naohisa has been added as a 2nd co-chair.]

Starting from Globecom05, poster papers may be arranged in symposia. Poster sessions will be selected via guidelines being developed by GICC.  All papers in these sessions enjoy the same prestige as orally presented papers since they will undergo the same review process and appear in the proceedings identically regardless of presentation format.

D. ICC2006 (Istanbul), Tomo Taniguchi
The CFP for SPCE symposium is ready and out.

E. Globecom2006 (San Francisco), J. Elmirghani
J. Elmirghani will represent SPCE. Hung Nguyen is also interested in serving as a co-chair for this symposium.  [Post meeting note: These names have been given to the G06 Conference chair, but a formal symposium proposal is required.]

F. ICSSC 2005 (Rome), Ron Smith
This conference has been endorsed by SPCE for technical co-sponsorship by ComSoc, but status of ComSoc approval is not currently known.

G. ISPACS 2004/ISPACS 2005, N. Otha and B. Qiu
ISPACS04 just concluded with 200 plus papers presented. CFP and web site are ready for ISPACS05.

H.  MAPE2005, N. Otha
This is ComSoc Technical Co-sponsored with SPCE endorsement. N. Otha and B. Qiu will be in the technical program committee.

4. SPCE Officers Election
Five of the six voting members in presence unanimously endorsed the following new officers for SPCE, for two years starting from 2005.

5. Membership Recruiting, Ron Smith
SPCE should be more proactive in recruiting new members.  It is suggested to annually approach candidates from SPCE related conferences and publications. 

In order to catch up on recruiting, it is suggested:

  • SPCE Secretary will update current membership list.
  • Chairs and co-chairs of recent SPCE symposia at Globecom and ICC will compile email list of TPC members, session chairs and authors, possibly using EDAS database.
  • Jaafar and Tomoaki will compile email list from IEEE journal editing panels.
  • SPCE Chair will draft a letter of invitation to be emailed to all candidates.

6. Other Business
Officers’ name needed to be updated at SPCE web site. Ron would follow this up with Yumin who had some trouble in accessing the web server.  [Post meeting note: Web site access problem has been solved.]

7. Adjourn - The meeting was adjourned at 6:25 PM.  There were 7 people in attendance.
