Globecom 2005 minutes of meeting

2. Minutes of ICC 2005  - The minutes of ICC2005 were approved without correction.

3. Technical Program Committee reports

A. Globecom2005 (St Louis)

Despite various efforts of Ron and Naohisa, Globecom20 05 TPC did not include SPCE as a major organizer for the signal processing symposium. However, our members were involved in the paper review process to support this symposium.

B.  ICC2006 (Istanbul), Said Boussakta and Tomo Taniguchi

The review process was completed. ICC2006 TPC meeting will be held tomorrow (Nov.30). (Said will not attend but Tomo will do.) 231 papers received for the SPCE symposium and 75 accepted.

C. Globecom2006 (San Francisco)

Dr Hung Nguyen has put in a lot of effort to attend the Globecom2006 committee meetings, submit updated proposals for the signal processing symposium, establish web site for the symposium and create EDAS entry for the symposium. Hung and Bin are in close contact with the Globecom2006 TPC Chair and the call for paper for our symposium is ready. Globecom2006 TPC meeting will be held tomorrow (Nov.30). Co-chairs Hung and Bin will not be able to attend but Prof. Ohta kindly agreed to serve as a representative.

D. ICC2007 (Edinburgh), Said Boussakta and Tomo Taniguchi

ICC2007 TPC meeting is held today. (Said will not attend but Tomo will do.) As written in CFP, SP-Symposium is included. The deadline for tutorial proposal is Sep. 15, 2006. TPC chair proposed that each symposium will assign one invited speaker who will make speech for 40 minutes. Further discussion is needed.

E. Globecom2007 (Washington DC)

Hung will be the representative for SPCE and he would appreciate it if someone else from SPCE could co-chair with him and attend relevant meetings at Globecom2005.
Some attendees mentioned the concerns about that Symposium chair is absent from TPC meeting for preparation. The sym posium chiar should commit to a deep obligation to attend three or four TPC meetings held at ICC/ Globecom be fore the Symposium. Otherwise, he is not qualified as a Symposium Chair.
(*The reason why SPCE was not be able to chair the symposium in Globecom2005 is because no one attended the TPC.)
Fortunately TPC for Globecom2007 was not held at Globecom2005. Hung and Co-Chair (TBD) should attend the TPC held at ICC2006, Globecom2006, and ICC2007.

F. ISPACS 2005 (Hong Kong) and ISPACS2006 (Japan), N. Otha

Prof. Ohta is no more involved in ISPACS. Bin has been taking his role. Bin will report about the conference.

4. SPCE Achievement Award (Procedures and Regulations)

An email consultation was conducted and an overwhelming support of the idea was received. A lot of constructive comments and suggestions were received from members for the formulation of this document. The original proposed name has also been amended in response to a suggestion.

The nomination for 2006 will be discussed in ICC2006 and first recipient will be awarded in Globecom2006.
