ICC 1995 minutes of meeting

Signal Processing and Communication Electronics Technical Committee (SPCE)

Meeting at ICC'95, Seattle
20 June 1995

The meeting was called to order at 5.00pm by Stamatios Kartalopoulos.

Before coming to the agenda items, a presentation was made on behalf of MILCOM'96 (Oct 21-24, 1996). The organizers are seeking IEEE Technical Committee sponsorship of one or more unclassified sessions and any other recommendations for the technical program in the form of sessions, tutorials and panels.

Jeff Darby spoke about the Multimedia Magazine (Computer Society). There is a call for papers for a special issue in early 1996 and ComSoc participation is sought.

1. The minutes of the meeting at GLOBECOM'94 were approved.

2. Nominations

i. Communications Magazine liason - Jaafar Elmirghani was appointed.
ii. Sumit Roy was appointed to replace Don Puckette as ICC'96 TP representative.

3. TPR Reports:

A. ICC'95. 

i. Paul Mermelstein reported that SPCE areas will be well-represented in ICC'95 although there are a smaller number of papers than usual in our area. It was suggested that such papers were being sent to specialised conferences.
ii. Stamatios Kartalopoulos will be giving one tutorial.

B. GLOBECOM'95. 

i. Organization of sessions was done by e-mail.
ii. Dr Ohta is attending the brief TPC meeting at this conference.

C. ICC'96. 

i. Sumit Roy is now the SPCE representative on the TPC.
ii. Paul Mermelstein is organizing a session on Speech Coding for Wireless.

D. GLOBECOM'96. The TPC representative is Dr Ohta.

i. Hot topics were proposed as follows: Time-Space Signal Processing (Chair: Alex Haimovich), Synthetic Chaos for Communications (Elmirghani), Wireless Multimedia Systems (Fettweis and Nobakht), Speech Coding for Wireless (Mermelstein).
ii. Workshops and tutorial proposals should be sent to Trevor Clarkson by e-mail.

E. ICC'97.  June 8-12, 1997 in Montreal.

i. Birendra Prasada reported that there would be 200 sessions at this conference.
ii. Support for sessions is requested.

F. MILCOM'95.  No TP representative has been appointed.

G. MILCOM'96.  Dr Elmirghani volunteered to be the SPCE representative on the TPC.

4. Workshop reports.  Reports were received from:

i. VLSI in Communications (Montreal, late 1995).   Vijay Kumar (Bell Labs) and Ravi Subramaniam (Synopsis) are putting something together (reported by Prof Fettweis).
ii. No report.
iii. ISPACS will be held in Singapore.   Dr Ohta reported that a call for papers would be out soon.
iv. No report
v. NEuroFuzzy'96 will be held in Prague, Czech Republic in April 1996. Call for papers is available at ICC'95. Drs Kartalopoulos and Clarkson are on the organizing committee.
vi. A report on IWANN'95 was distributed with the agenda at the meeting.

5. Distinguished Speaker Program.

Prof Fettweis had received one request from Canada.

6. The SSC had its application for Society status turned down.

7. New business

i. New ideas for Hot Topics should be sent by e-mail (to Trevor Clarkson, for distribution).
ii. The following were proposed: Millimetric wireless, Signal Processing for Broadband Wireless (David Falconer, Carleton Univ. to be contacted), Broadband CDMA (proposed by Sumit Roy).
iii. World Wide Web.   A server for the SPCE committee was proposed to be linked to the IEEE ComSoc server. Dr Clarkson offered to mount a home page at http://crg.eee.kcl.ac.uk/spce/spcehome.html.
iv. Dr Elmirghani was appointed TP representative for GLOBECOM'97.

The meeting adjourned at 6.40pm.
