ICC 1997 minutes of meeting

Signal Processing and Communication Electronics Technical Committee (SPCE)

Meeting at ICC'97, Montreal.
9 June 1997

The meeting began at 17:15 and 10 members were present
1. Introductions

2. The current chairman, Trevor Clarkson, presented a COMSOC -certificate of recognition- to the previous SPCE chair Stamatios Kartalopoulos, the presentation was welcomed by the members in attendance.

3. The minutes at GLOBECOM'96 were approved.

4. Formal letter of recertification from COMSOC received by Stamatios Kartalopoulos passed to Trevor Clarkson who read it to membership. The letter recommended in particular

  • Increase of overseas membership and officers
  • Increase of SPCE participation in journals especially JSAC

The attendees commented that the three new SPCE officers are from outside north America, thus addressing the first point. It was agreed to address the participation in Journals.

5. TPR reports

A. ICC'97: The SPCE representative, Stamatios Kartalopoulos, confirmed that SPCE has co-sponsored six sessions

B. GLOBECOM'97: Jaafar Elmirghani reported 9 sessions co-sponsored, tutorial on speech processing.

C. ISPACS'97: Naohisa Ohta reported a change of date (Nov. 11-13), 100 papers submitted, notification by June 30.

D. IWANNT'97: Trevor Clarkson reported that SPCE has sponsored this conference, too late to take part in the technical programme committee.

E. ICC'98: Nirwan Ansari reported 4 tutorial proposals made and asked for session proposals; the following proposals were received:

  • Signal processing in wireless
  • Intelligent signal processing in communication
  • Speaker authentication
  • VLSI in signal processing
  • video coding

F. GLOBECOM'98: Jaafar Elmirghani reported no meeting held as yet, non scheduled for ICC'97 (unlike other ICC/GLOBECOM conf.), Submission deadline moved from March to January 98.

G. ISPACS'98: looking for a host country Naohisa Ohta reported, Dubai was proposed.

H. ISCSDSP'98: New SPCE sponsored conf. (chair's action); Trevor to report more about the event.

I. MILCOM: Ron Smith and Stuart Farquhar agreed to represent SPCE in future MILCOM events.

6. Tutorial proposals:

  • Radiation tolerant components (Ron Smith)
  • Chaos in Communication (Horst Bessai, Jaafar Elmirghani)
  • Video coding (Naohisa Ohta)

7. Workshop reports

  • Nothing to report

8. Communication Magazine, Liason J. Elmirghani reported

  • SPCE has sponsored two feature topics on VLSI to appear Dec. 97 and Mid 98.
  • Feb. 98 a page in Comm. Mag. to be written by J. Elmirghani regarding SPCE activities and events sponsored.
  • Feature topics, special issue call
  • Invitation extended to potential authors/guest editors

9. Distinguished lecturers:
SPCE put forward three proposals (Stamatios Kartalopoulos, Farokh Marvasti and Paul Mermelstein) waiting for COMSOC response.

10. Chair's actions
Gerhard Fettweis appointed as representative of Solid State Circuits Council/Society.
IWANNT'97 & ISCSDSP sponsored by SPCE.

11. Curtis Siller to advise regarding representative from Circuits and Systems to SPCE.

12. Nominations for IEEE fellow invited.
