ICC 2000 minutes of meeting

Signal Processing and Communication Electronics Technical Committee (SPCE)

Meeting at ICC 2000, New Orleans, USA
19 June 2000, 5:00 pm - 6:30 pm

1. Introductions and welcome to new members - The meeting began at 5:05 PM. Attendees introduced
themselves.

2. Minutes of Globecom'99 - The minutes of Globecom'99 were approved.

3. Technical Program Committee (TPC) and Workshop reports

A. ICC 2000 New Orleans, T. Clarkson
We have three sessions for SPCE to chair plus one BAS organized by N. Ohta. Some papers were lost and never reviewed due to problems with electronic submission and tracking plus poor handling. Trevor will make a comment to the TPC to hopefully help future conferences work more smoothly.

B. GLOBECOM 2000 San Francisco, T. Taniguchi (TPC), J. Elmirghani (Symposium)
SPCE has one session in the General Conference plus a Symposium with 3 to 4 sessions and one tutorial planned.

C. PIMRC 2000 London, T. Clarkson
340 papers have been accepted. Registration is going well.

D. ISPACS 2000 Hawaii, N. Ohta
The URL is http://www.mk.ecei.tohoku.ac.jp/ISPACS2000/. There were 240 submissions and about 180 accepted papers. It will be held in conjunction with the 2000 International Symposium on Information Theory and Its Applications.

E. MILCOM 2000 Los Angeles, S. Farquhar (TPC), R. Smith reporting
6 tutorials running concurrently with the sessions.

F. EUROCOMM 2000 Munich, T. Clarkson
Cancelled for financial reasons.

G. APCC 2000 Seoul, Korea, N. Ohta
Conference will be held Oct. 30 to Nov. 2. Paper deadline has been extended to July 1. A wide range of topics will be covered including Signal Processing.

H. ICC 2001 Helsinki, Finland, Y. Lee (TPC), J. Elmirghani (Symposium)
Planning nine Symposia with 2 to 6 sessions each. Expect 436 papers total accepted. Reviewed paper processing software at TPC meeting. SPCE has one Symposium "Advanced Signal Processing for Mulitmedia Communication." We need to set up a TPC for the symposium, specifically review organizers, want 4 to 6 people. Also want review organizers for the General Conference. The General and Symposium reps should work together. Papers will be available in Sept. and reviews are due in Oct.

I. Globecom 2001, J. Elmirghani reporting
Will be in San Antonio, Nov. 25-29, 2001. Yumin Lee volunteered to be our rep.

4. Tutorial proposals for future conferences
ICC 2001 tutorial proposal deadline is August 15. Yumin will draft an e-mail requesting proposals.

5. Symposia proposals for future conferences
Globecom 2001 Symposium suggestion needed by Globecom 2000 meeting. We need to stay involved in symposia since the general conferences are shrinking. We should encourage more hardware papers which are within the scope of SPCE. It is reasonable to propose the same or similar scope symposia at multiple conferences, as long as the topic are is of strong interest.

6. Communication Magazine, J. Elmirghani
We have sponsored a number of feature topics in the past, but do not have any in process now. The time scale for publishing is shorter now than in early 2000 and there are some gaps in the schedule for individual papers.

7. OpCom meeting report, N. Ohta
Distinguished Lecturer Recommendations: Dr. BarNess and Dr. Mermelstein have been nominated. Dr. Kartalopoulos will be nominated. The criteria for selection is controlled by TAC, they want committees to be thorough when making proposals, including resumes, past tutorials and hot topics.

8. TC Policies and Procedures, N. Ohta and J. Elmirghani
SPCE has a draft Policy & Procedures which has been submitted to TAC.
1. Election and nomination process, needs clarification.
2. Planning, announcements and conduct of meetings, in good shape.
3. Budget and expense policy, is missing.
4. Support of ComSoc activities, such as publications and conferences, is in good shape.
5. Information dissemination, is in good shape.

We need a policy and procedure for spending funds available to the TC from TAC (about $1000 per year). It was decided that the TC Chair has final authority for spending funds. Need for definition of a quorum was discussed. Naohisa will draft the missing P&P items and distribute for comments.

9. Any Other Business
TAC is encouraging Fellow nominations. They want each TC to identify a Fellow member to help evaluate nominations. Congratulations to Naohisa for his elevation to Fellow.

Ron will reduce the official SPCE membership list (an archive of the current list will be kept). Anyone who has attended an SPCE meeting in the last 5 year or has a valid e-mail address will remain on the list.

A list of past chairs was constructed and will be added to our web site membership list.
