ICC 2003 minutes of meeting


IEEE COMMUNICATIONS SOCIETY
Signal Processing and Communication Electronics Technical Committee (SPCE)

Meeting at ICC 2003, Anchorage, USA
12 May 2003, 17:10 pm - 6:15 pm

1. Introductions  - The meeting began at 5:10 PM.  Attendees introduced themselves.  Ron announced the election results and congratulated new SPCE officers, and thanked Jaafar for his leadership as the past SPCE Chair.  Ron especially thanked Jaafar for his effort in the recertification of SPCE.  The recertification is good until 2005.

2. Minutes of GLOBECOM02 - The minutes of GLOBECOM2002 were approved without correction.

3. Technical Program Committee (TPC) and Workshop reports

A. ICC2003 J. Elmirghani, Tomo Taniguchi
ICC2003 allocated 14 sessions (4 papers per session) to ASPCS, some of which are half-sessions.  As a whole we have received roughly 120 submissions.  ASPCS is also recognized in ICC2004 and GLOBECOM 2004.  Some symposia chairs suggested removing “advanced” from our ASPCS.  This symposium will be called “Signal Processing for Communications Symposium” in the future.

B. Globecom'03 Tomo Taniguchi, J. Elmirghani
There will be six specialized symposia in GLOBECOM 2003, including ASPCS.  We have received 230 submissions, and 80 papers are accepted.  We were assigned 10 sessions.

D. ICC2004 J. Elmirghani
Jaafar and Naohisa will represents SPCE in ICC2004.  ASPC will run in this conference.  Currently there are 20 names in the TPC list.  The CFP has been released, with a submission deadline of September 1.  ASPCS will be co-sponsored by TC SP for Storage and TC Radio Communications.  We should ask for names of people who will help in the paper review process.

E. Globecom2004 J. Elmirghani
Globecom2004 will be in Dallas. Ted Rappaport is the TPC Chair.  SPCE symposium will run in this conference. Jaafar is the contact person for SPCE symposium.  Regional symposium co-chairs might be a good way to avoid objection to having too many co-chairs.  List of topics have been sent to the Conference TPC.

F. ISPACS 2003/ISPACS 2004, N. Otha
ISPACS03/ ISPACS04 will possibly be held in Japan and Singapore respectively.

G. ITRE2003, J. Elmirghani, Trevor Clarkson

 SPCE had minimal involvement in the conference.  ITRE 2003 Will be held from August 10 – 13, 2003, in New Jersey.  Nirwan Ansari is the general chair.  Jaafar is on the technical program committee.

H. ICSSC 2004, Ron Smith

ICSSC (International Communications Satellite Systems Conference) is a satellite-communications-related conference sponsored by American Institute of Aeronautics and Astronautics (AIAA).  ICSSC 2004 will be held in

5. Website and Member E-mails (Yumin)

SPCE website has been updated.  Trevor Clarkson mentioned that the IEEE logo on the current webpage is incorrect and should be replaced with the correct version.  Meeting minutes and list of TPC representatives to each conference should be made current.

6. TAC Meeting (Ron)

  1. TC recertifications have been completed.  SPCE has been recertified through 12/31/2005.  Currently there are 20 TCs in ComSoc.  High Speed Interconnect TC has switched to LEOS Society. 
  2. JSAC and special issues are being used as incubators for new publications.  Prospective new journals are allowed to have 3 special issues per year.  e..g., Trans. on Optical Comm. 
  3. Emerging Tech committe under TAC is serving as incubator for new TCs.  Examples include Nanotechnology (about to become subcommittee), Consumer Networking, and Policy-Based Management and Control.
  4. ComSoc is developing CD/Internet short courses (enhanced version of tutorials) that include     voice/powerpoint presentation.  Release of the short courses may be linked with appropriate Communications Magazine feature topices.  ComSoc may come to TC's for reviews, and may ask TC for people to generate new short courses.

 

7. Adjourn - The meeting was adjourned at 6:15 PM.  There were 5 people in attendance.
