(DOI GLOBE)
BYLAWS
Mission Statement
The mission of the U. S. Department of the Interior
Gay, Lesbian, Bisexual and Transgender Employee Organization is to create
a work environment free of discrimination and harassment based on sexual
orientation and gender identity and expression .
I. Name of the
Organization
The U. S. Department of the
Interior Gay, Lesbian, Bisexual, and Transgender Employee Organization
is hereafter referred to as "DOI GLOBE."
II. Purpose
The purpose of DOI GLOBE is to:

Promote
understanding of issues regarding sexual orientation and gender
identity and expression (to include gays, lesbians, bisexuals,
and transgendered persons) in the DOI by providing information,
views, and services that will contribute to improved agency
operations, personnel management, and employee effectiveness. |
| B. |
Support the policy of nondiscrimination based
on sexual orientation and gender identity and expression. |
| C. |
Provide
outreach to employees in the Department on issues of sexual
orientation and gender identity and expression. |
| D. |
Provide
a means to work with Departmental and bureau management to advocate
personnel and other policies and practices that encourage diversity,
improve the workplace environment, and eliminate discrimination
based on sexual orientation and gender identity and expression. |
| E. |
Work
for the creation of a diverse work force that assures respect
and civil rights for all employees of all sexual orientations
and all gender identities and expressions. |
| F. |
Provide
a forum for Interior employees to meet and address issues of
concern related to sexual orientation and gender identity and
expression. |
III. Membership and Nondiscrimination
Policy
Membership and all privileges
and responsibilities of membership shall be available to all current
and retired DOI employees. DOI GLOBE does not discriminate in terms
of membership or treatment on the basis of race, color, sex, gender,
gender identity or expression, national origin, age, sexual orientation,
or disability.
IV. Meetings
| A. |
Regular meetings will be held
monthly and will be open to all current or retired DOI employees and
their guests. |
| B. |
Meetings will generally be held at
the DOI main Interior building (MIB) in Washington,
DC. |
V. Government
The laws of this organization shall consist of these
bylaws, and all activities not specifically provided for herein shall be
conducted on the basis of consensus as determined by the presiding
officer. The officers will function as an executive board chaired by the
president.
VI. Officers and Election
Process
| A. |
Officers ought to attend
monthly and ad hoc meetings as necessary. |
| B. |
Each year at the January
general meeting, DOI GLOBE will elect five officers from among the
members. These officers will include a President, Vice President,
Secretary, Treasurer, and Liaison to Federal GLOBE. |

1. |
The officers will be
elected by email ballot with a simple majority vote of members
participating in the election. |
|
2. |
Terms of office will be
for one year. |
| C. |
Each year at the November
general meeting, DOI GLOBE will form an Elections Committee for the
purpose of ensuring democratic principles for the nomination and
election of officers, and overseeing the election
process. |
|
1. |
All DOI GLOBE members are
eligible to run for office and may nominate themselves or other
members willing to serve. |
|
2. |
The Elections Committee
will: |
|
|
a. |
Solicit and/or receive from DOI
GLOBE members nominations for officers; |
|
|
b. |
Certify candidate qualifications
and prepare and present election ballots at the time of the December
general meeting; |
|
|
c. |
Receive additional nominations from
the floor at the December general meeting; |
|
|
d. |
Within one week after the December
meeting all members shall receive email ballots. |
|
|
e. |
All email ballots shall be returned
no later than one week prior to the January general
meeting. |
|
|
f. |
The Elections Committee shall meet
prior to the January meeting for the purpose of counting the ballots
and certifying the count. |
|
|
g. |
The ballots shall be brought to the
January general meeting and be made available to members present for
review. |
VII. Duties
| A. |
The President, with the
help of the other officers when appropriate, will: |
|
1. |
Develop the agenda and preside at
all general meetings. |
|
2. |
Serve as the official
representative and spokesperson for the DOI GLOBE. |
|
3. |
Sign and execute all GLOBE
agreements and obligations. |
| B. |
The Vice President will
execute the functions of the President in the absence or upon the
resignation of the President. |
| C. |
The Secretary
will: |
|
1. |
Keep minutes of all general
meetings. |
|
2. |
Make available to all members and
prospective members copies of the bylaws and other necessary
documents. |
| D. |
The Treasurer
will: |
|
1. |
Receive all funds payable to DOI
GLOBE and issue receipts for such funds. |
|
2. |
Satisfy financial obligations duly
authorized by majority vote of members present at general
meetings. |
|
3. |
Keep clear and accurate records of
all DOI GLOBE receipts and disbursements. |
|
4. |
From time to time present financial
reports on the financial status of DOI GLOBE at general meetings,
and present a detailed report on the financial status of DOI GLOBE
at the end of each fiscal year. |
|
5. |
Ensure payment from DOI GLOBE funds
of Federal GLOBE dues for the Liaison to the Federal
GLOBE. |
| E. |
The Liaison to Federal
GLOBE will: |
|
1. |
Represent DOI GLOBE at all Federal
GLOBE meetings. |
|
2. |
Write the DOI column for the
Federal GLOBE newsletter. |
|
3. |
Report current Federal GLOBE
activities at DOI GLOBE meetings. |
VIII. Financial
Contributions
The Executive Board may from time to time conduct
fund-raising activities.
IX. Filling Vacant
Positions
| A. |
When an officer other than the
President resigns his or her position on the DOI GLOBE Executive
Board or separates from DOI employment, he or she shall notify the
President in writing prior to leaving DOI GLOBE. |
| B. |
When the President resigns his or
her position on the DOI GLOBE Executive Board or separates from DOI
employment, he or she shall notify the Vice President in writing
prior to leaving DOI GLOBE. |
| C. |
In the event the President is the
resigning or separating Officer, the Vice President shall assume the
position of President and a new Vice President shall be nominated
and elected for the remainder of the term by a simple majority vote
at the next general meeting. |
| D. |
In the event the Vice President,
Secretary, Treasurer, or Federal GLOBE Liaison is the resigning or
separating Officer, a new Officer shall be nominated and elected for
the remainder of the term by a simple majority vote at the next
general meeting. |
X. Voting
| A. |
A quorum, which shall consist of at
least three members, one of whom shall be the President or Vice
President, shall be present to initiate or transact normal business
presented at any meeting, and all votes on normal business issues
shall be carried by the consensus of the members present, as
determined by the presiding officer. |
| B. |
All issues which will change these
bylaws, either by addition or deletion, shall be presented to the
members via email as amendments to the bylaws. |
| C. |
The Executive Board, when
considering proposed Chapter charters, shall ratify them with a
simple majority vote. |
XI. Committees
| A. |
The officers shall from time to
time conduct Executive Board meetings. |
| B. |
The DOI GLOBE Executive Board will
confirm the establishment of committees and appoint Chairpersons,
who will report the status of committee efforts at DOI GLOBE general
meetings. |
XII. Chapters
| A. |
DOI GLOBE members may form local
chapters of DOI GLOBE in field locations. |
| B. |
All DOI GLOBE members working in
the geographic area of a DOI GLOBE chapter shall be eligible for
Chapter membership under the same terms and conditions as members of
the DOI GLOBE. |
| C. |
Each Chapter shall have the power
to select its own name and develop its own charter. However, Chapter
charters shall be consistent with Departmental policy and with the
vision, goals, and objectives of DOI GLOBE. |
| D. |
DOI GLOBE Chapters shall elect
officers, be organized, and operate in accordance with the
democratic principles reflected in these bylaws. |
| E. |
All Chapters’ charters and
subsequent amendments shall be submitted to the DOI GLOBE Executive
Board for ratification. |
XIII. Amendments
| A. |
Proposed
amendments to these bylaws may be presented to the membership
at any general meeting and subsequently will be voted upon by
email ballot, which must be received by the membership at least
two weeks prior to the next general meeting and returned to
the President or his/her designee at least two working days
prior to this meeting. |
| B. |
Amendments
must be passed by at least two-thirds of the members voting. |
The undersigned GLOBE Officers witness this revision
of the bylaws of DOI GLOBE as approved on July 5, 2007.
