November 8, 2000

Happy Hour November 24, 2000 at Gabriel’s

Maria discussed the success of the monthly happy hours in bringing new members to Interior GLOBE.  Last month’s gathering brought several more people with a total of 11 attending.  We will meet as planned the day after Thanksgiving at Gabriel’s at the Radisson Barcelo Hotel, 2121 P Street, NW, Washington, DC, from 6:00 to 8:00 PM.  Also the usual happy hour scheduled for December would have taken place on the 22nd of December.  The attending membership agreed to forego the December happy hour in lieu of the Holiday Party on December 15, 2000.

Update DOI GLOBE Web Site

Bob Veltkamp was thanked for all the good work he had accomplished to put the by-laws and moving other items on the web site. Be sure and look at the web site at http://members.aol.com/interiorglobe.   Jim was asked to look into asking gayscribe.com if he has a list of gay and lesbian college and university sites to put as a link from the Interior GLOBE site.

Fall Newsletter Finalized

The Fall 2000 edition of the Interior GLOBE Newsletter is finalized and being printed.  Maria and the membership thanked Tami Heilemann for the great work she did on the layout of the newsletter.

Renewal of North Penthouse Meeting Space for 2001

Maria has requested the North Penthouse meeting space for all of next year.  Interior GLOBE will meet on the second Wednesday of the month in that space, EXCEPT for the January 10, 2000, meeting when we will meet in Room 7000 A or B.

Report on Interior GLOBE Volunteer Efforts with Food and Friends

Jay reported a successful effort on November 1, with GLOBE members helping prepare meals for an evening at Food and Friends.  It was suggested that the membership do a monthly volunteer event at Food and Friends. There was a discussion about the night, and it was decided that the night of the monthly Interior GLOBE meetings was the best time.  The next night to do this volunteer work would be December 13, 2000, between 5:30-7:30 p.m. at 58 L Street, SW.  Contact Jay Douglas (202-452-0336) if you wish to participate.

GLOBE bulletin board - Vandalism #4, #5, #6 and Protective Cover

There continue to be acts of vandalism by persons unknown involving removal of Interior GLOBE documents from the board.  Bob will again ask the National Business Centers Facilities office to place a protective cover over the documents.

Employee Assistance Program - Approved

Prior to his departure as Assistant Secretary - Policy, Management and Budget, John Berry signed a memorandum instituting a broader definition of "family" for the Employee Assistance Program that includes "domestic partners" of employees, and allows domestic partners to receive EAP services.   The new policy also includes "children born out of wedlock."  Maria will have the policy if members or friends wish to have them faxed to their offices.   Thanks go to Richard Nolan for working with the Department to finalize this policy.

Relocation Assistance Program - Approved

Also prior to his departure, John Berry signed a memorandum instituting a broader definition of "domestic partner" for the Relocation Assistance Program that includes "an unmarried partner living in the same household."  The policy directed each office and bureau to develop a Dual Career/Relocation Assistance Policy and Program.  Please make sure that your agency does this.  So far only the Fish and Wildlife Service has a policy like this and it was a temporary policy due to expire in December 2000.  Maria will have the policy if members or friends wish to have them faxed to their offices.  Thanks again go to Richard Nolan for working with the Department to finalize this policy.

Update on DI-1935 Amendment

Richard Nolan is working on the package that goes to OMB to get their approval to collect data on sexual orientation on the survey form for Departmental applicants.  OMB approval is a requirement for any government form which asks the public to submit information to a federal agency.  This process will take many months and is not expected before the next administration is sworn into office.

Update on Strategic Plan Amendment

The amendment to the plan appears to be stalled in the surnaming process now that Assistant Secretary Berry has departed his position.  Berry requested assurance from EEO and SOL prior to his departure.  Maria and the Executive Committee will continue to seek a meeting with the SOL’s General Law staff and EEO Director Melodee Stith to move this Plan to final.

Planning for the December 15, 2000 Holiday Party

Jim Gasser and Gregg Ramsey will be hosting the holiday party again this year at their home in Northwest Washington.  This year’s party will be also celebrate John Berry’s accomplishments while he worked at Interior.   Interior GLOBE will present him with the first New Millennium Hero Award to be given to leaders who have made a significant contribution to the work lives of Interior employees.  This award will be an annual award presented by Interior GLOBE in the future.  (See the item on the award below.)  For more information, call Jim at 202-208-6571.

Fed GLOBE Request for Federal Action "Wish List" for the New Administration

Fed GLOBE contacted Maria to receive Interior GLOBE’s input for the wish list.  Maria sent them a three-page document of executive, legislative, and administrative actions, including actions GLOBE had previously recommended to the Interior Department.

Christopher Street Financial

Maria discussed her attendance at a legal conference for gay and lesbian attorneys. At the conference she received information about Christopher Street Financial, Inc., which specializes in providing financial services to the gay and lesbian community. There was a discussion of inviting the firm to provide estate planning and financial planning information to the membership. It was decided to provide Christopher Street Financial with time at the end of the December meeting to provide information to interested members. Please make sure if you are interested to be at the December 13, 2000, GLOBE Meeting in the North Penthouse. The by-laws state:

C. Each year at the November general meeting, DOI GLOBE will form an Elections Committee for the purpose of ensuring democratic principles for the nomination and election of officers, and overseeing the election process.
1. All DOI GLOBE members are eligible to run for office and may nominate themselves or other members willing to serve.
2. The Elections Committee will:
a. Solicit and/or receive from DOI GLOBE members nominations for officers;
b. Certify candidate qualifications and prepare and present election ballots at the time of the December general meeting;
c. Receive additional nominations from the floor at the December general meeting;
d. Within one week after the December meeting all members shall receive email ballots.
e. All email ballots shall be returned no later than one week prior to the January general meeting.
f. The Elections Committee shall meet prior to the January meeting for the purpose of counting the ballots and certifying the count.
g. The ballots shall be brought to the January general meeting and be made available to members present for review.

Jerry Bock, Ike Kelley, and Brian Forist volunteered to oversee Elections Committee activities.  They will be contacting the membership as outlined above.  Nominations are open now and should be sent to Ike Kelley (Mkelley@USGS.gov) as soon as possible.  Nomination may also be made at the December 13th monthly meeting.  Ballots will be sent out by December 12.

Creation of "New Millennium Hero/Heroine Award from Interior GLOBE"

Jim Gasser proposed that Interior GLOBE present an award to John Berry at the Holiday Party to commemorate his many significant accomplishments while working in Interior that have so positively impacted the work lives of all Interior employees.  It was also proposed that after we make this award, it also be known as the "John Berry Human Rights Award" and be given by Interior GLOBE to outstanding leaders inside or outside of government who have made a significant positive impact on the lives of federal Gay and Lesbian employees.  Jerry Bock has volunteered to work on the criteria and language during the next month prior to presenting John with the award.

World AIDS Day

Jay was contacted by GSA’s Meyer Persow to see if Interior GLOBE was interested in participating with GSA in a World AIDS Day event.  The event would have Susan Kidd or John Nolan as a presenter.  Maria agreed to contact Melodee Stith to see what Interior was doing about World AIDS Day.

NPS and Fire Island Position Announcements

Jim Gasser was contacted by Terrie Fajardo, NPS Personnel Manager, regarding an e-mail message from the Acting Deputy Assistant Secretary for Personnel requesting that the NPS post position announcements for the two Fire Island positions in the Advocate.  Jim and Terrie discussed this request and rejected it.  It was felt that by only advertising the positions in the Advocate the NPS was sending the wrong message.  It was decided that the positions would be announced in gay and lesbian newspapers, provided by Interior GLOBE to the NPS, and the usual other avenues for position announcement.

News Articles

Jay shared some recent newspaper articles.  An article praising John Berry appeared in the Washington Post, and is attached to these minutes.   Another appeared in a BLM publication and was written by Cori Cooper, an open lesbian employee of the BLM Medford District office.  Copies of the Cooper article can be obtained by contacting Jay Douglas, or can be seen in DOI GLOBE’s current newsletter.

Diversity Council

Ike Kelley, Interior GLOBE’s member of the Interior Diversity Council, announced that the Council had modified its charter to add, "advocating and monitoring Executive Order 13807," which provides gay and lesbian employees a non-discriminatory policy in federal employment.  The membership was very pleased that the Diversity Council had taken this action.
