June GLBT Special Emphasis Program
Ike mentioned that the event, in order to have Departmental sponsorship, needs to be educational, perhaps a workshop. John S. suggested contacting HRC for a speaker, or a trainer if we hold a workshop. Tim mentioned that Amnesty International might be a good resource. The idea of a panel discussion also came up. Sylvia Jones and Steve Shafran in the Office of Civil Rights (OCR) are the contacts with the Department. Maria volunteered to be the GLOBE liaison, and Jerry will assist. The dates suggested were Tuesday or Wednesday, June 20-21. The group also agreed the John Barry Millennium Award should be a part of the proceedings.
ACTION ITEMS: Maria and Jerry will contact/work with OCR. Ike will send out a group e-mail regarding the June event, asking for ideas, panel participants, and nominations for the Millennium Award.
Planning for Meeting with OCR
Topics suggested included coverage of moving costs for domestic partners, and a full-time GLBT liaison.
ACTION ITEM: Ike will take the lead in contacting Sharon Eller’s office.
Executive Order regarding consideration of Sexual Orientation when granting Security Clearances
The group debated potential action (feedback) to the Department and/or White House concerning this issue. There was some confusion as to whether this recent action was an executive order, a regulation, or a clarification statement.
ACTION ITEMS: Tim will e-mail the article to Ike for distribution, and Ike will distribute the article and a response drafted by Joe (Interior GLOBE to the White House) on this topic for comments by the GLOBE membership (actions completed April 28). Maria will review to determine the exact nature of the action.
Proposed Changes to the By-Laws to More Explicitly Support Transgendered Employees
This item was discussed at a previous meeting.
ACTION ITEM: Ike will send the proposed by-law revisions out for review/approval by the membership. The proposed changes carry the recommendation of the officers.
Concerns Related to the DOI University On-Line Training Course “Discrimination and Whistleblowing in the Work Place”
Also a topic raised at an earlier meeting.
ACTION ITEM: The group recommended that Joe, who had raised this topic, discuss the issues with Bob V. at DOIU prior to next month’s meeting, and the topic be revisited at that meeting.
Action Plans from the Retreat
No action taken at this meeting. Although progress is slow on a number of issues, everyone agreed that it is great to have a list, and that the list is very helpful in focusing efforts.
ACTION ITEM: Ike will review the list, update, and send out to the membership.
Report from GLBT Liaison
Richard was not participating in the meeting.
ACTION ITEM: Jerry will contact Richard for an update.
Speakers for Quarterly Speaker Series
The group postponed any action, instead
focusing on the June Special Emphasis event (see Item I.). Any speakers
contacted for the June event who cannot attend that event should be kept in mind
for the Quarterly Speaker Series.
Social Event
The May 4 “mixer” sponsored by Deloitte
Touche GLOBE was mentioned (information distributed previously by e-mail to
Washington metropolitan area members).
Interior GLOBE files (including historical files)
The group discussed the need to gather and organize our files, which are spread among various officers, past and present. Joe had volunteered to serve as a central person.
ACTION ITEMS: Everyone with any GLOBE files should contact Joe and coordinate with him on centralizing the files. Ike will pursue collection of the files Jay had.
