The National Park Service must reappoint the National Park System (NPS) Advisory Board which has just gotten White House approval and should be appointed within the next month.
The nomination to the NHL status is entirely a federal function not driven by the State Historic Preservation Officers.
A proposal for designating the property as an NHL will be sent to the NHL staff in Washington (should include copy of full NR nomination). NHL staff determines if the property is significant enough to become an NHL. This may require a theme study which would look at the history of the g/l/b civil rights movement and the properties associated with it (throughout the country) and recommend which of these are most important and best illustrate the history of the movement (could be that a series of associated properties would be recommended for consideration as NHLs). Theme study could take anywhere from 6-8 months to as long as a year.
The NHL staff presents the nomination to a Subcommittee of the NPS Advisory Board.
The Subcommittee decides to send the nomination forward to the Secretary to make it a NHL.
