To be brief, these boxers are a mechanical prize from the early 1930's made of paper and wood joined by metal nails.
The lithographed die-cut paper pugilists appear to punch and dodge each other when the wooden handles are moved horizontally, never managing to quite strike a blow. The supplier is H. E. Langer of Germany. (Note that the left boxer's leg is tattooed "Germany"; maybe he is that country's contender for the World Championship title belt.) The boxers are approximately 1 1/2" tall, though their weight is unknown; they would certainly fall within the lightweight division, however.
In a promotional brochure for Mystery Cracker Jack (the early 1930's boxes with a question mark compartment at the end), this prize is shown with a little bag of candy. Purhasers during that promotion got two surprises: a prize and a treat.

There is a plastic put-together Cracker Jack prize from the 1960's similar to this mechanical, which demonstrates the continuity of Cracker Jack prize themes and designs.
