PEPNet, the Postsecondary Education Programs Network, is a national collaboration of the four Regional Postsecondary Education Centers for Individuals who are Deaf and Hard of Hearing. The Centers are supported by contracts with the U.S. Department of Education, Office of Special Education and Rehabilitative Services. The goal of PEPNet is to assist postsecondary institutions across the nation to attract and effectively serve individuals who are Deaf and Hard of Hearing.
The Postsecondary Education Consortium (PEC) is a federally-funded project located in the Center on Deafness at The University of Tennessee. It is one of four Postsecondary Education Regional Technical Assistance Centers funded by the US Department of Education. It is a consortium of state outreach and technical assistance centers which are housed at postsecondary programs serving students who are deaf or hard of hearing. The mission of the Consortium is to enhance learning environments that empower these individuals. PEC promotes quality programs and services through innovative practices and outreach.

PEC's Goals are:

  • To provide outreach and technical assistance to participating states
  • To develop training materials and proven models of service provision that can be included in technical assistance and outreach efforts
  • To develop professional proficiency and technical expertise among service providers
  • To develop cross-regional initiatives for outreach and technical assistance.

The PEC State Outreach and Technical Assistance Centers (SOTACs) are composed of professionals who have expertise in direct services with students who are deaf or hard of hearing.  Each center serves those individuals, institutions, agencies, and other groups statewide who seek or may benefit from outreach and technical assistance when working at the postsecondary level with current or future students who are deaf or hard of hearing.  Assistance may be in the form of training, workshops, teleconferences linked to a nationwide educational network, conferences, publications, models, individual and on-site consultation, observation, feedback, peer review, needs assessment, networking, collaborations, liaisons, and advocacy.

SOTACs provide statewide outreach opportunities to:
 

  • Assist faculty and staff at postsecondary schools in each respective state to work effectively with deaf and hard of hearing students.
     
  • Develop new models or discover existing models of strategies, programs, best practices, etc. for working with students who are deaf or hard of hearing, and disseminate information about these models throughout their respective state and the PEC region.
     
  • Build and strengthen networks of professional support/expertise/collaboration across the state and region for those whose work includes providing services to students who are deaf or hard of hearing.
     
  • Support professional development for faculty and staff statewide who work with students who are deaf or hard of hearing by providing on-site training/observation/needs assessment/consultation, and by providing, sponsoring, or co-sponsoring state and region-wide conferences, workshops, and other activities.
     
  • Serve each respective state and the PEC region as a resource site for information and referral, and material and publications pertaining to Deafness and working with postsecondary-level students who are deaf or hard of hearing and those who are in transition from secondary to post-secondary.
