Dave Phillips is a management consultant specializing in Information Technology, focusing on planning studies, project management and organizational development services. He has worked with companies such as American Honda, Yamaha Motor Corporation (U.S.A.), Fluor Daniel, International Technology Corporation, Bechtel and Stanford University in the development of information technology strategic plans; with the Bank of America and BART in providing management services for some of their major projects; with Kaiser Permanente and NASD/Nasdaq reviewing their project management practices; with Rockwell International, System Management Specialists, Yamaha and Chapman University reviewing their information services organizations; and with Computer Power in the development of strategic business plans. He also co-founded and facilitates CIO Breakfast Round Tables in the San Francisco Bay Area and in Orange County, California.

Before founding The Peer Consulting Group in 1988, Dave Phillips had extensive management responsibility and experience in information services departments of major business, academic, and governmental establishments.

As Vice President, Information Technology, at Fluor Daniel, the international engineering, construction and services company, he had global responsibility for the support of projects and office information services groups. He developed an Information Technology Strategic Plan and directed the development projects which were initiated to implement the plan.

As Vice President of Management Information Services at International Technology (IT) Corporation, he completed the development and installation of the Job Tracking and Commitment System. He developed an information processing strategy and MIS organization for IT Corporation, a leading environmental management services company.

A 13-year career at Bechtel included being project manager of a $65M software development project called the Controller Financial Information System (CFIS), and Division Manager of Information Services with responsibility for 235 I/S personnel in California, Texas, Taiwan, and Korea. He was a member of the Bechtel Directors Advisory Group in 1983-84, and of the Building Research Advisory Board of the National Academy of Science in 1984-85, providing assistance to the U.S. Army on the assessment of the state-of-the-art of Construction Project Databases.

At Stanford University, he was the Director of the Campus Computing Center and oversaw the development of a comprehensive interactive computer service including SPIRES, an information retrieval system. He also directed the development of a long-term computing strategy and plan for the University.

Earlier, Dave was a Principal Scientific Officer for the Atomic Energy Research Establishment at Harwell, England, and a math professor at Emory University, Atlanta.
