Joel Bishop
Director, South
Coast Water District
During the six years that I have been a director of the
South Coast Water District, I have made every effort to advocate and implement
policies to ensure the safe delivery of high quality water to our coastal
communities. Under my stewardship
we have increased the District's financial health, begun the revitalization of
worn-out infrastructure and safeguarded our environment. In
these
uncertain times, SCWD has redoubled it's efforts by increasing testing,
implementing security measures, and by taking all reasonable steps to guard
against terrorist action against our water supplies. We continue to remain vigilant.
With
my fellow directors, I have been instrumental in the development of practical
strategies for defining and achieving our long-range goals. This continuing effort has resulted in
assuring the financial integrity and stability of the District. Our use of such business strategies
enabled the SCWD to complete mergers with three other districts; which has in
turn resulted in a reduction in needless bureaucracy. This streamlining of our operation has generated significant
savings, and has reduced the number of directors from 17 to 5. Additionally, I am happy to report that
the recent completion of independent in-depth audits of all the former
districts by professional, outside firms has verified the improvement in SCWD's
fiscal strength. Furthermore,
internal controls will continue to insure that your dollars are appropriately
spent.
Droughts
will come, and it is clear that reductions in California's water allocation
from the Colorado River will impact our supplies in the next decade. We are building new facilities to reach
previously unavailable sources, thus ensuring adequate water supplies far into
the future. For example, I have
taken an active roll in the approval and implementation of plans for a
groundwater recovery plant to tap the local aquifer, and a desalination plant
to purify and convert ocean water into potable water.
Additionally,
ongoing improvements to our infrastructure are in progress to eliminate sewage
spills. I continue to take a
proactive stance, and have strongly supported the SCWD's partnership with local
governments to clean up beaches and creeks through storm
drain diversions and
other technological methods to keep these precious resources clean and healthy
for our families and future generations.
My commitment to the health of our environment, the cleanliness of our
beaches, and the preservation of the beauty of our communities, as well as our
way of life remains constant.
Let's
continue the progress!
Re-elect Joel
Bishop.
