Matthews is telling Joseph Ruffner that the land he sold Joseph was land that he held title to and was legally able to sell.
The copy reads as follows:

Sir,
W. Lyonberger acquaints me that . . . Wm. Morris has wrote to you that I have no right to the land in ...Valley which I sold you. W. Morris is no friend of mine nor nobody else - - I tell you than I will make you a bill & have given you you my obligation to do so. You will please to remind that I have given you orders to W. Laughter for a Survey. I have the plat in your name - please to see the papers in W. Laughter's office if they are not good. I do hereby acknowledge to you your bond is not binding to me no my assigns as I wish no advantage. But I know my business. I sold you the land & I maintain my sale. I give you an indusputable title. If not I abide by the consequences -
