offering screenings for depression, post-traumatic stress disorder,
generalized anxiety disorder and bipolar disorder from 9 a.m. to 5 p.m. on

Screenings will be conducted for adults, teens and children.



This is an opportunity for individuals to complete a questionnaire to assess

The undersigned organizations and companies respectfully request that you hold hearings on S. 2560, the "Inducing Infringement of Copyrights Act of 2004" before your Committee takes any action, in order to fully explore the critical issues raised by this legislation.

We understand your concerns for protecting children and addressing activity that infringes copyright. We share these concerns. As currently conceived, however, S. 2560 would undermine the 20-year old Supreme Court decision in Sony v. Universal City Studios, 464 U.S. 417 (1984) ("Betamax"). InBetamax, the Supreme Court held that the manufacturer of a product could not be held secondarily liable for infringing uses of the product by others so long as the product was capable of substantial noninfringing uses. In other words, technology, in and of itself, could rarely be considered unlawful in the copyright context.

WASHINGTON, Sept. 10 /U.S. Newswire/ -- An estimated 14 million people across the Caribbean, including Jamaica (population of 2.7 million), Cayman Islands (43,000), and Cuba (11 million), are bracing for the impact of Hurricane Ivan as it tracks towards the Florida peninsula, the Census Bureau said today.

Hurricane Ivan, the fifth hurricane of the 2004 Atlantic season is currently off the coast of Jamaica with an expected path that takes the storm over Cayman Islands and Cuba within the next 24-36 hours. According to the National Hurricane Center at 2 p.m. EDT, Ivan packed maximum sustained winds of about 145 MPH, making it a strong Category 4 hurricane. Hurricane-force winds extend 60 miles from the center of the storm, with tropical storm force winds extending outward 175 miles.

WASHINGTON, Sept. 10 /U.S. Newswire/ -- U.S. Department of Health and Human Services Secretary Tommy G. Thompson said the third anniversary of the worst attack on American soil marks a time to remember the lives lost and their families, take measure of the tremendous progress made in bolstering our nation's preparedness for another attack, and reaffirm our commitment to further strengthening our nation's public health system.

Since Sept. 11, 2001, the nation's public health infrastructure has been strengthened, hospitals' surge capacities have grown, new science to limit the dangers of bioterrorism have been created, and antidotes to deadly agents and other medical countermeasures have been produced and stockpiled. Yet, Secretary Thompson warns there is more work to do and the nation must remain vigilant and dedicated to further strengthening our public health system and preparedness for a terrorist attack.

"The evil of the terrorist mind is difficult to comprehend but too dangerous to ignore," Secretary Thompson said. "Because of that, we must continue preparing for every contingency, every possibility -- including the use of biological and chemical agents in an attack on our citizens."

President Bush is proud of the progress the nation has made since Sept. 11, but continues to push America forward in its ability to protect the homeland and respond to another attack, Secretary Thompson said.

"It truly is remarkable how far we've come in three short years," Secretary Thompson said. "From Washington to Main Street, we're better able to protect our citizens from bioterrorism. We've developed and stockpiled new medicines, and we're researching cutting-edge ways to further secure our citizens.

"We were able to strengthen our capabilities so quickly because of unprecedented cooperation between federal, state and local governments as well as the medical and public health communities. We must use these new partnerships to continue driving forward so that our public health infrastructure is as strong as possible. We must get stronger every day and never waver in our commitment to this task."

Strengthening the Public Health Infrastructure

Since Sept. 11, 2001, HHS has invested more than $4.1 billion in strengthening the nation's public health infrastructure. In three installments over the past three years, HHS has distributed funding to hospitals, health care facilities, states, territories, and four major metropolitan areas to strengthen the ability of government and public health agencies to respond to bioterror attacks, infectious diseases and natural disasters.

Hospitals will use the funds they receive from states to effect a rapid temporary expansion of bed capacity to accommodate mass casualties, increase isolation and decontamination capacity, identify qualified volunteer health care workers to augment hospital staff to deal with mass casualties, and plan for hospital-based and community ready pharmaceutical caches.

Public health departments in the states, territories and metro areas will use this funding to improve the readiness of the public health sector and other major health care providers to respond to bioterrorism and other public health emergencies.

Research, Development, and Manufacturing of Vaccines and Antidotes

Immediately following Sept. 11, HHS worked to secure enough smallpox vaccine for every man, woman, and child in America and funded additional research and technologies to combat bioterrorism.

Initial evaluation of treatments for radiation and chemical weapons exposure.

Biodefense medical research and development and related laboratory construction at the National Institutes of Health (NIH) has been funded at more than $1.5 billion per year since fiscal year 2003, 30 times the investment in fiscal year 2001. NIH researchers are developing and evaluating new and improved treatments and vaccines against smallpox, anthrax, and, for the first time, Ebola, as well as other dangerous pathogens. This funding will cultivate and sustain a national network of researchers including the eight new Regional Centers of Excellence for Biodefense and Emerging Infectious Diseases Research (RCE).

Ensured Medicare Services to all Beneficiaries

After the attacks of Sept. 11, and all natural disasters, HHS' Centers for Medicare & Medicaid Services guarantees payment of services to all health care providers who give services to Medicare beneficiaries, regardless of paperwork or other obstacles. During times of catastrophe, HHS' health care payment system continues to work and ensure the health care that Americans need.

Additional Funding to Community Health Centers in Affected Areas

HHS' Health Resources and Services Administration awarded $10 million to 33 New York City and northern New Jersey health centers to support services provided in the wake of the Sept. 11 terrorist attacks on the World Trade Center. Community health centers normally provide care to thousands of residents who would not otherwise have access to health services.

Following the attacks, area centers saw substantially higher demand for their health care services, and the increased demand is expected to continue in the coming months, especially for grief counseling and other mental health services. Two centers near the World Trade Center had their operations briefly interrupted following the attacks. Others sent staff members to assist at area hospitals and the disaster site.

Established the Office of Public Health and Emergency Preparedness

HHS created the office to oversee the department's overall monitoring and response to man-made and natural disasters. It is the headquarters for the Secretary's Emergency Response Teams (SERTs) and the department's International Early Warning Surveillance efforts. It also provides funding for bioterrorism preparedness, planning, and evaluation.

Built a State-of-the-Art Operations Center

The $3.5 million Secretary's Operations Center (SOC) is manned 24-hours a day, 7 days a week. It provides the Secretary with instant information on public health emergencies across the country and potentially around the globe. The SOC is capable to engage video conferencing with a nearly infinite number of participants, track migrating diseases, and monitor world news.

Increased and Expanded the Strategic National Stockpile

HHS has expanded the stockpile to include antibiotics and a wide variety of supplies that would be needed in the event of an attack. In addition, the number of sites for ready deployment have increased from eight to 12, strategically located around the country. Stockpile of supplies could reach any location in the United States within 12 hours.

Improved Mental Health Services

Recognizing the immediate and long-term implications of mental health in the wake of traumatic events, Secretary Thompson directed HHS to commit resources and personnel to provide mental health services to those in need.

As early as Sept. 13, 2001, Secretary Thompson announced that HHS personnel were already working to coordinate crisis counseling programs for victims, their families, and the thousands of professional and volunteer rescue workers. That included the immediate release of $1 million in funding for New York to support mental health services and strategic planning for comprehensive and long-term support.

On Sept. 21, 2001, Secretary Th services, HHS' Administration for Children and Families (ACF) provided $200,000 in emergency child care funds to the State of New York in the weeks after the Sept. 11 attacks.

Immediate Care for Seniors in Need

Immediately after the Sept. 11 attack, HHS released $1.3 million to assist older Americans affected by the attacks to ensure seniors continued to receive critical services such as meals, transportation, and health and mental care needs. This money was included in the $126.2 million announced Sept. 21.

Immediate Care for Refugees and Refugee Resettlement

ACF also awarded emergency grants to New York, Virginia, and the District of Columbia for services to refugees affected by the Sept. 11 attacks. These three grants, totaling $3.6 million, were made to provide additional services such as job training, job placement, English language training, and mental health services for refugees affected by the terrorist attacks.

Immediate and Continued Health Monitoring of Ground Zero Workers

HHS immediately committed $10.4 million to environmental hazard control, including $5 million for safety of emergency workers, with provision of respirators and ongoing health assessments of workers. It also provided $5.4 million in technical assistance for response to hazardous environmental exposures and potential needs related to asthma, including dilators, asthma surveillance, and tracking exposure to contaminants.

HHS' Agency for Toxic Substances and Disease Registry (ATSDR), with the assistance of the New York City Department of Public Health, created and maintains the World Trade Center Registry, which will enroll and monitor the health of up to 200,000 people who may have been exposed to harmful substances from the collapse of the World Trade Center. The Centers for Disease Control and Prevention's National Institute for Occupational Safety and Health provided funding to establish the World Trade Center Worker and Volunteer Medical Screening Program. Through August 2004, the screening program has provided free standardized medical assessments, clinical referrals and occupational health education to nearly 12,000 workers and volunteers exposed to environmental contaminants, psychological stressors, and physical hazards.

Strengthened the United States Public Health Service

HHS reorganized the uniformed Public Health Service to make it more responsive in times of public health need. Currently, the 6,000 officers of the Commissioned Corps continue to undergo training exercises to effectively support state and local health officials during emergency situations.

Established the Medical Reserve Corps

The Medical Reserve Corps (MRC) is the medical component of President Bush's USA Freedom Corps Initiative. After the outpouring of support in the wake of Sept. 11, President Bush called on citizens to volunteer in their own communities setting up Citizen Corps volunteer programs. Including fiscal year 2005, nearly $23 million has been committed to establishing and building up local MRC units. To date there are more than 27,500 volunteers among 212 MRC units across the country.

WASHINGTON, Sept. 10 /U.S. Newswire/ -- A reported command from the NAACP's national leadership forcing the NAACP's Ohio chapter to rescind a speaking invitation to Secretary of Education Rod Paige is disturbing to members of the Project 21 black leadership network. Project 21 members say the move taints the venerable civil rights group as overtly partisan and deprives its membership of a high-level briefing on an issue of great importance to the African-American community.

"This shows exactly what the liberals are willing to do in order to make sure the black vote stays with them," said Project 21 member Richard S. Holt, an Ohio resident. "They are denying their members both an informative policy speech as well as hearing from a surrogate for the President."

According to Ohio NAACP president Sybil Edwards-McNabb, the national leadership of the NAACP demanded that Paige's invitation to speak at the state chapter's convention this weekend be rescinded because it created an "imbalance" among the speakers. Both President George W. Bush and Senator John Kerry, his Democratic opponent in the upcoming presidential election, were invited to speak. The group received no reply from Kerry, while the White House offered to send Secretary Paige as a surrogate. Former Democratic presidential candidate Reverend Al Sharpton is scheduled to speak at the convention, and Brendon Cull of the Ohio Democratic Coordinated Campaign told the Cleveland Plain Dealer that Sharpton is "speaking as a representative of the Kerry campaign."

A statement from the group Charity Lobbying in the Public Interest says that, under laws governing non-profit organizations, such organizations "may invite candidates to meetings or to public forums... The invitation must be extended to 'all serious candidates.'" The Ohio NAACP chapter met this standard. By following the demand of the national leadership, however, the event is no longer appears to be within the spirit of the rule.

The NAACP's annual national conference in July featured a speech by Senator Kerry but not by President Bush.

Paige planned to speak about the Bush Administration's No Child Left Behind program. A poll commissioned by the Black America's Political Action Committee in 2003 found that education is the second most important issue among African-Americans polled after jobs and the economy. "The No Child Left Behind policy will predominantly help African-American students. I would think this would be something the NAACP would be proud to feature at their conference," added Holt.

"I believe the decision to disinvite Secretary Paige is unfortunately consistent with other positions taken by today's NAACP," said Project 21 member Ak'Bar Shabazz. "Today's NAACP is staunchly opposed to the education standards President Bush and Secretary Paige placed on local schools because they conflict with the interests of teachers' unions nationwide. Their actions in Ohio are transparent and should surprise no one."

WASHINGTON, Sept. 9 /U.S. Newswire/ -- As American Red Cross disaster workers continue to provide relief to victims of hurricanes Charley and Frances, they also prepare to help if Florida suffers the onslaught of a third hurricane.

The Red Cross urges residents to prepare for their own safety as it pledges continued assistance.

"With more than 3,000 relief workers in Florida helping to deliver assistance, we're confident that we will be able to meet the needs of this and upcoming disasters," said Joe Becker, Vice President of Response, American Red Cross. "It's a monumental effort and we're committed to providing safety to those at risk to Hurricane Ivan, as well as to our own relief workers."

The Red Cross urges Florida residents to prepare for their own safety and offers these preparedness guidelines:

Prepare a Personal Evacuation Plan

Identify evacuation alternatives. Choose several places - a friend's home in another town, a motel or a shelter. Get a good map and be familiar with your community's evacuation routes. Listen to local media broadcasts or NOAA Weather Radio for the latest storm conditions. If advised to evacuate, do so immediately. If it becomes necessary to evacuate to a Red Cross shelter, people should bring medications, extra clothing, pillows and blankets, and other hygiene and comfort supplies for all family members. Advance preparations should be made for pets. Contact local humane societies or emergency management agencies for the location of pet-friendly shelters.

Assemble a Family Disaster Supplies Kit

Emergency supplies should be assembled for all household members, including emergency medications, non-perishable food, a non-electric can opener, bottled water (at least three gallons per person), a battery-powered radio, flashlight and extra batteries, extra clothes, important documents, cash and credit cards, a first aid kit and special items needed for infants, elderly or disabled family members and pets.

Prepare for High Winds

Trees should be made more wind resistant by removing diseased and damaged limbs and strategically thinning branches so wind can blow through. Permanent shutters on windows add protection to the outside areas of sliding glass doors. Garage doors and un- reinforced masonry should be strengthened. Anything that could be picked up by wind and become a projectile - including lawn furniture, outdoor decorations or ornaments, trash cans, hanging plants - should be moved indoors or secured.

The U.S. Department of Energy (DOE) will continue its effort to educate state and local government officials about the vision of a hydrogen economy with a workshop in Annapolis, Maryland, on Wednesday, September 8. The event has been planned in partnership with the Maryland Energy Administration and will feature a hydrogen fuel cell vehicle ride and drive.

This event is the fifth on a six-city tour, in which DOE is offering "Hydrogen 101" to state and local officials who do not have a technical background but are interested in learning more about hydrogen and fuel cell technologies, hydrogen safety and the challenges to achieving the hydrogen vision.

President Bush has called on DOE to pursue the promise of hydrogen to reduce America's dependence on foreign sources of energy, as outlined in the National Energy Plan. The hydrogen workshop series is a cornerstone of DOE's public education strategy for hydrogen.

You have also founded an organization called Project Death America, dedicated to promoting euthanasia in America. That is another part of your radical agenda with which I strongly disagree.

The American people ought to know that the same people who have fought so aggressively to legalize drugs in this nation and to promote euthanasia are now fighting to defeat George Bush and Republicans in Congress. I would hope that the American people take note of the radical agenda that lies behind the millions of dollars of negative advertising targeted at the President and my colleagues in the Congress. And I would hope that the Democrats who are the principal beneficiaries of these ads would either publicly announce their support of this radical agenda, or denounce both the agenda and those ads.

I never implied that you were a criminal and I never would, that's not my style. I will state clearly that I believe your agenda is dangerous, extreme and wrong for America. I also believe that 527 political organizations set a dangerous precedent for political discourse because we don't know where the money comes from. For all we know, funding for some of the 527s might come from foreign sources or worse. Giving special interests more power and less accountability, while taking power away from political parties is a sad, but inevitable result of the campaign finance law that we enacted into law in the last session of Congress. It is my hope that we will take more effective action in the future to bring more transparency to the political process, as we take equally effective action to limit the power of the special interests.

NEW YORK Aug. 24, 2004 — The nation's two biggest bookstore chains, Barnes & Noble and Borders, say angry customers are accusing them of political bias as the retailers struggle to keep up with demand for a best seller that questions John Kerry's military service in Vietnam.
"Unfit for Command," which went on sale Aug. 11 with a first printing of 85,000, will have 550,000 copies in print by next week, according to Regnery Publishing.






Sales have soared as allegations about the Democratic nominee's wartime actions dominate the presidential campaign.

A co-author of the book, John O'Neill, is a member of Swift Boat Veterans for Truth, which has ran a series of commercials claiming Kerry distorted his past. Kerry and fellow Democrats say the spots are untrue and have demanded that President Bush condemn them. Bush replied Monday that broadcast attacks by outside groups, no matter which side, should have no place in the race for the White House.

"Unfit for Command," by O'Neill and Jerome Corsi, accuses Kerry of lying about his decorated wartime record and betraying comrades by returning from Vietnam and alleging widespread atrocities by U.S. troops. Kerry has made his military service a central part of his campaign.

Copies of the book are scarce. Barnes & Noble said that "Unfit for Command" is out of stock and that thousands of complaints have been received, with some customers saying the book was deliberately not being sold and others saying it shouldn't be sold.

More copies will not be available until later this week, and that order also will not meet demand, Barnes & Noble CEO Steve Riggio said Monday. "We've been put in the difficult position of having to defend ourselves over a title we can't seem to get enough copies of from the publisher," Riggio said.
