Imagine you or somebody else in your house collapses, and someone calls 911.  The Fire Department arrives, and they have to make lifesaving medical decisions with no time to consult the victim's doctor about prior medical conditions.  Wouldn't it be great if they could have immediate access to the person's medical history before deciding on a course of treatment?
