interest groups, democracy, republic,
representation,the traditional theories of American
democracy: pluralism, hperpluralism , elite and
class theory
Review
the circular chart showing the Policy Making
System. Understand the founding fathers' feelings
about democracy.
Know
the definition of a bureauacracy, its function and
to whom it is accountable. Study!

Chapter
2
Review
the Chapter, your worksheet and outline (provided
on line) STUDY the following: the Declaration of
Independence and its author, John Locke and his
philosophy of government and what he believed is
the "end" of government, the concepts Jefferson
borrowed from Locke and how he changed them. The
definition and function of a constituion. The type
of government created under the Articles of
Confederation and know its weaknesses. Shay's
Rebellion, the purpose and outcome of the
Constitutional Convention, NJ Plan, VA Plan, Ct
(Great) Compromise and their effects on our
government. Natural rights, Natural law, the
three-fifths compromise, the elements of the
Madisonian Model. Social Contract/Compact & the
Federalist Papers (what they are, what they do, and
who wrote them) Federalists and Anti-federalists,
factions, the Bill of Rights (what it is and when
it became part of the Constitution and why),
consent of the governed, limited government, checks
and balances, separation of powers, judicial
review, Marburry v. Madison (its effect on the
judiciary) the XVII Amendment, the electoral
college. Be certain to study how the Constitution
may be amended both formally and
informally.

3
Review
the following terms: federalism, unitary
government, confederation, intergovernmental
relations, supremacy clause, review the Tenth
Amendment and understand state's rights, know the
difference between enumerated powers and implied
powers and where they are found in the
Constitution, know the definition of the the
Elastic Clause, Full Faith and Credit Clause,
Priileges and Immunities Clause, the Supremacy
Clause and where they are in the Constitution. Know
the later stages of Federalism ( defined on DVD
)new federalism, creative federalism, cooperative
federalism, dual federalism and competitive
federalism.

4 -
First Amendment
Review
the following
terms and concepts: the Bill of Rights, separation
of church and state, civil liberties, know how far
the government can control protected speech,
unprotected speech, commercial speech, and symbolic
speech. Understand selective incorporation, (
including which amendments have been incorporated
into the 14th A due process clause and therefore
apply to the States). Know where to find the due
process clause. Be able to define prior restraint,
due process, controls permitted by the government
over free expression. Be familiar with the exact
words of the First Amendment, understand the
liberties protected by the First Amendment. Know
the Lemon test. Know what rights are protected by
the Bill of Rights ( Hint: they protect the
guarantees citizens rights they already possess
under natural law - it does not give us any
additional rights. The Bill of Rights prohibits the
Federal Government (and due to selective
incorporation for some but not all of the rights -
the states from abridging those rights)

Chapter 4 - Defendant's
Rights
Study the Bill of Rights.
Especially review the Fourth, fifth, sixth and
eighth amendments. Be able to match the right to
the correct amendment.Know the rights protected by
each. Review the following: the stages of the
criminal justice system and know with right is
protected at what point, review what the Supreme
Court ruled in Miranda, Gideon, and Mapp.Be able to
define entrapment, exclusionary rule, probable
cause, interrogation, bail, unreasonable search and
seizure, search warrant This test is a doozy - so,
study hard!

4 -
Civil Rights and Equality Issues
Review
your worksheets. Be familiar with the following
amendments: Thirteenth, Fourteenth, Fifteeenth,
Nineteenth, Twenty-fourth and Twenty-sixth. Know
the following terms: civil rights, civil liberties,
equal protection, sufferage, poll taxes, white
primary, grandfather clause, comparable worth,
affirmative action, protectionism. Know the
significance of these cases: Scott v. Sandford,
Plessy v. Ferguson, Brown v. Bd of Education,
Adarand. Know these Acts: Voting Rights Act of
1964, Civil Rights Act of 1965. Americans with
Disabilities Act. Be able to identify ( do not
memorize) the classifications identified by the
United States Supreme Court, the standards of
review and the tests to determine whether the
classification is constitutional.

Chapter
10 -
The Congress
Understand the key
differences between the House of Representatives
and the Senate. Know who has the power to declare
war. Who approves all treaties. Who provides advise
and consent on the appointment of all federal
judges and ambassadors. Know terms in office, age
requirement to run for office, residency
requirement. Know how many members are in Congress,
the House of Reps and the Senate. Know the
duties/responsibilities of House of Rep and Senate,
the VP and the Speaker of the House. Be able to
define filibuster and cloture and know who holds
the power. Know these terms: bicameral, filibuster,
cloture, franking, constituent, whip, caucus,
Congress, incumbent, lobbyist. Know which amendment
governs the direct election of Senators. Know where
you find the enumerated powers of Congress.
Understand the bill making process and how a bill
becomes a law. Know the committees and what they
do. Know the current speaker of the house, the
majority and minority leaders in the house and
senate. Know why we have a census and how often.

Chapter
11- The Presidency
Review the following:
three Constitutional requirements to become Pres.
(age, citizenship, residency), role of Speaker of
the House should Pres and Vice Pres be unable to
serve in the office of Pres., terms allowed to
Pres, Article of Constitution which establishes and
governs the Presidency, composition of the Pres
cabinet, Constitutional powers granted to the Pres.
and examples of each, how Presidential power is
checked and balanced by the Constitution,
President's job description under Article II
Section 2, definition of pocket veto, presidential
coat tails, mandate, legislative veto, know two
steps to making the Vice Pres the Pres (elected or
appointed VP , then succession to presidency),
State of the Union Address, characteristics of
Presidents past and pres ( white, male etc),
impeachable offenses, Amendment XXII, Amendment
XXV, Presidents who have been impeached and who
have resigned. This test has a lot of information
on it but it is not difficult information.

Chapter
12 - The Federal Courts
Read
Article III Sections I & 2. Know the
definitions of the following terms: standing,
justiciabiltiy, case and controversy class action
suits, amicus curiae brief, original jurisdiction,
appellate jurisdiction, the difference between the
federal district courts (number - 91) and the
circuit courts (12) the qualifications required to
be a judge, judge's term, how he/she gets the job,
difference between a trial court and an appellate
court, the judge's job, judcial activism and
restraint, litigants, rule of four, writ of
certiorari, dissenting and concurring opinion,
Marbury v. Madison, judicial review, plaintiff,
defendant, judicial implementation, the nine
supreme court justices, the chief justice,
political question senatorial courtesy, stare
decisis, precedent, political question.
STUDY! There's alot
to know.
It's a doozie! This is your last test before the
final........FINISH STRONG!!!
