Like you, I am strongly opposed to the proposed parking fees for San Diego city parks and beaches. I have done some research on the Kellogg Park area of La Jolla Shores and thought you might be interested in what I found.
Enclosed is a copy of City Ordinance No. 5438, dated January 6, 1953. Included in the legal description of this document is the property which is now the La Jolla Shores parking lot. This ordinance contains the following recital:
That said described land be, and the same is hereby declared now and forever to be in trust by said the City of San Diego for the use of a free public park, and for no other use or different purpose whatever.
I want to emphasize two words in the above paragraph: forever and free. I would be interested to know if some of our other city parks and beach areas have similar ordinances proclaiming them to be forever and free.
It is my hope that if everyone works together, we can make a difference and keep our public parks and beach areas free and accesible to all San Diegans forever.
Sincerely,Another excerpt from the actual wording of the Ordinance 5438, book 4714 page 121
