2004-2005 ANNUAL REPORT

1. GENERAL

The 2004-2005 fiscal year did not record any special events in the Vietnamese-speaking Cursillo Community in the United States of America. The number of Diocesan Movements has remained the same; however, the number of the movements that have made financial contributions as affiliation fees, full or partial, has increased. About 30% of the Diocesan Movements with fewer than 100 Cursillistas have started to pay their affiliation fees, full or nominal. Some Diocesan Movements have been dormant because of lack of dedicated lay leaders and/or spiritual direction, but some Group Reunions are still active without Ultreyas and School of Leaders. Regional Coordinators have been encouraged to help revive those dormant Movements. The Vietnamese Cursillo Community in some dioceses has experienced serious conflicts with its spiritual advisors as a result of their inappropriate show of their ecclesiastical authority given them by the local Church Ordinary in order to legitimately control the diocesan Vietnamese Cursillo Movement. Such inappropriate behavior has caused serious division within the Cursillo Community and obstructed the spiritual growth of the Movement.

2. OVERALL ACHIEVEMENT

The Vietnamese Diocesan Cursillo Leaders have made some progress in maintaining the authenticity and the foundational charism of our Cursillo Movement in all aspects. However, their Three-Day Cursillo Weekends are still administered with non-essential elements, heavily relying on psychological effects by uninformed and unknowledgeable Cursillistas, who have rarely or never attended the School of Leaders. In some dioceses, the Cursillo Weekend is considered as the most important aspect in the entire Movement, and to some leaders, it is indispensable because they claim the Weekend is the "miraculous remedy" to keep a movement alive or to revive a dormant one.

3. INTRODUCTORY CURSILLO WEEKENDS

There were no Introductory Cursillo Weekends in the 2004-2005 within the Vietnamese Cursillo Community in the country even though some Cursillo leaders in the Archdiocese of Portland, Oregon, made necessary efforts to start their School of Leaders after a Cursillo Leadership Workshop I (CLW1) was held in early 2004. They planned to put on one set of Introductory Weekends in Vietnamese on the last two weekends of August 2005, but there were insufficient numbers of candidates to form a model Christian community of men or women on the Weekend, so the leaders were advised to cancel their plan.

4.REGIONAl ACTIVITIES

There are still only 4 Vietnamese Service Teams in Regions 5, 7, 8 & 11. The Diocesan Vietnamese leaders have made significant efforts to join other language elements in the region to participate in their regional gatherings in the Spring and the Fall every year. However, the Vietnamese Service Team of Region 8 has been the most successful in motivating its Cursillistas to attend Regional Meetings. Hopefully, this team will set a good example to its counterparts in Regions 5, 7 and 11. The term of service of the Vietnamese Coordinator of Region 11 has expired for more than a year, but his replacement has not been found. Therefore, the Region 11 Vietnamese representation is unavailable at our National Secretariat Meeting in Dallas, TX, in November, 2005.

5. THE 15TH NATIONAL ENCOUNTER &  THE VIETNAMESE NATIONAL MARIAN DAYS 2005 ULTREYA

The number of Vietnamese Cursillistas participating in the recent Annual National Cursillo Encounters is growing. We have conducted our workshops at the Encounter in our native language: and have made our cultural contributions to the Encounters in the Music Ministry in the Celebration of the Eucharist and also at the Cultural Fiesta.The Vietnamese National Ultreya has been held at the Marian Days in Carthage, MO, for more than a decade. There are about 400 Cursillistas in attendance every year. We owe our gratitude to the priests and brothers of The Lady Co-Redemptrix Congregation for allowing us to use their facility, even though they are responsible for accommodating approximately 70,000 Vietnamese pilgrims from the country and around the world every year.

6. TRANSLATION

This is an on-going duty, but it has been interrupted by the revision of some of our Cursillo Literature in English and/or Spanish, namely the Three-Day Weekend Manual, Structure of Ideas, Leaders' Manual, ... The Vietnamese translation of these books will be revised as soon as the English and Spanish counterparts are completed. The Vietnamese version of "Lower Your Nets" is being revised. It's very difficult to find qualified resources that are available for this translation task, even with monetary compensation. I have been disappointed with some paid services in the past, out of my pocket, but I am still looking for qualified translators.

7. NATIONAL MAILINGS

Recently, I have been assigned to write occasional articles for the National Mailings in addition to the regular task of translating the Mailings into Vietnamese.

8. SPECIAL PROJECT

This year, the Vietnamese participants at the 15th Cursillo Encounter at the Benedictine College in Atchison, KS, have decided to publish a "souvenir booklet" of the 15th Cursillo Encounter, like a school yearbook, which contains some useful presentations given at the 14th and 15th Encounters, some articles in the past National Mailings (bilingual: English and Vietnamese) and some participants' writing to express their personal feelings about the Encounters in general and about the friendship they have enjoyed at those gatherings and how they will maintain their enthusiasm in the Fourth Day. The booklet will also include about 8 pages of colorful photos typically reminiscent of the 15th Encounter. It will be published by Christmas 2005. This souvenir booklet aims at promoting our Cursillo Encounter within the Vietnamese-speaking Community for more Vietnamese Cursillistas to the Encounters in the future. It also helps many Cursillistas to increase their knowledge about our Cursillo Movement through various articles published in the booklet.

9. TROUBLE SPOTS IN THE DIOCESAN MOVEMENTS

A.        In one parish of the Archdiocese of Los Angeles, CA, the Vietnamese priest, a parochial associate pastor, requested the Vietnamese Cursillistas in his parish to register as a Catholic Action group like many others, such as the Legion of Mary, the Catholic Mothers' League, etc and to assume some duties in order to be eligible for the use of the facilities in the parish. He even prohibited the Cursillistas to meet in their own homes if they refused to register. The Vietnamese Cursillo Lay Director living in the parish explained to the priest that the majority of Cursillistas had already committed themselves to serve in the various organizations in the parish, and therefore the Cursillo Movement is not a "physical" organization like others. The priest did not listen. Finally, the Vietnamese leaders had to go to the Archdiocesan Spiritual Director for help, who talked to the pastor of that parish and the problem has been temporarily resolved. However, the conflict has become personal and the priest has continued to indirectly slander the Lay Director, even from the church pulpit.

B.        In the Archdiocese of Galveston-Houston, the Vietnamese Spiritual Advisor, has continually manipulated the Vietnamese Cursillo leaders, for more than a decade already, in order to control the Movement, especially in conducting the Weekends. He has caused many knowledgeable and dedicated Cursillo leaders to quit because they refused to obey him in what he wanted them to do contrary to the methodology of our Movement. He has manipulated the selection of leaders and candidates, and he handpicked the coordinators and rollistas for the Weekends as special favors in exchange for their obedience to him. In 2004, the Cursillo leaders decided not to put on their annually scheduled Weekends in order to spend more time for spiritual retreats and for the PostCursillo functions. But the priest objected to this decision. A few days later, he showed the Cursillo lay leaders a letter signed by the auxiliary bishop ordering him to put on the Cursillo Weekends every year. He claimed the bishop's order must be obeyed. He called for an emergency meeting of Cursillistas to manipulate the selection of the new leadership of the School of Leaders to replace the disobedient leaders. The latter wrote reports and complaints to the priest in charge of the Cursillo Movement in the Archdiocese, and the Archdiocesan Lay Director, too. [The Bishop decided to have only one Secretariat with various language group representatives in his Archdiocese]. Those Vietnamese leaders also met both of them, but they were advised to wait for an opportune time for the solution to this problem. Mr. Victor Lugo, Mr. Vincent Pham, Region 8 Vietnamese Coordinator and I have been fully informed of the situation, but we decided that the archdiocesan leaders should try to solve the problem among themselves first. The Region 8 Vietnamese Coordinator and some leaders from Houston also met and discussed their problem with Victor while they were taking refuge from "Rita" in Dallas, TX. The best and most suitable solution to this problem, in my opinion and that of the silent majority, will be the appointment of a new Spiritual Advisor to the Vietnamese-speaking Cursillo Community in the Galveston-Houston Archdiocese.

10. CONCLUSION

The Vietnamese Cursillo Community has been struggling in their efforts to improve all aspects of our Cursillo Movement. The biggest challenge to many diocesan Cursillo leaders in the Vietnamese Community is to keep the Three-Day Weekend simple and authentic. Some diocesan movements have made much progress in maintaining the authenticity of our Cursillo Movement when their leaders, as members of the diocesan Secretariat and School of Leaders, are motivated to attend the regional and national activities to enhance their understanding of the Movement and to learn about personal contacts in strengthening Friendship in their Group Reunions, Ultreyas and communities. I do hope there should be an explicit requirement in the National Policy that those Cursillistas who volunteer to join the diocesan Secretariat and regional service team must commit themselves to regularly attend regional and national workshops in order to effectively help their brother and sister Cursillistas successfully live their Fourth Day and become living witnesses to Christ in their environments. Love and commitment to serve each other in harmony and in unity within a diocesan Cursillo Movement can be promoted only with a Spiritual Advisor who is understanding, selfless, humble and knowledgeable about our Cursillo Movement.

Greetings from the English, Spanish, and Vietnamese Region 8 Service Team Coordinators!

We would like to take this opportunity to update the diocesan Lay Directors and Spiritual Advisors of several events within Region 8, with the intent that in your leadership capacity, you will update the Secretariat and School of Leaders in your diocese.

1.  Region Coordinators and Region Spiritual Advisor

Al Uresti, Diocese of Victoria, resigned as English Region 8 Coordinator on January 10, 2005.  Veronica (Roni) Trevino, Archdiocese of San Antonio, is the new English Region 8 Coordinator.

Lucy Gonzales, Diocese of Dallas, continues as the Spanish Region 8 Coordinator.

Vincente Quynh Tin Pham, Archdiocese of New Orleans, continues as the Vietnamese Region 8 Coordinator.

            Fr Roch Naquin, Diocese of Houma-Tibodaux, LA, and Fr Einer Ochoa, Archdiocese of San Antonio, TX, Fr Joseph Tue Pham, Archdiocese of New Orleans, LA, are assisting Region 8 in the capacity of spiritual direction, however due to other commitments, they are unable to extend their service as the “official” Region 8 Spiritual Advisor.  Fr. Carlos Zuniga, Diocese of Brownsville, TX, Fr Eugenio Canas, Archdiocese of Galveston-Houston, TX, and Fr Tom Chamberlain, Diocese of Austin, TX, have also expressed the possibility of their service.  We are very appreciative of their desire to help Region 8 as their possibilities allow and continue to pray and plead  for an official Spiritual Advisor.

2.  Regional Encounters

There will not be a Region 8 Spring Encounter this year.  The Regional Guidelines recommends that the Fall Regional meeting of the Lay Directors and Spiritual Advisors include a Regional Encounter open to all Cursillistas, Regional Structuring Guidelines, Section VIII, #3, 08/19/03.  The Region Service Team will coordinate a 2005 Fall Encounter for all Cursillistas.  It is our hope that for the success of the 2005 Fall Encounter, it will be well attended by all dioceses.  The Fall Encounter will be held in Dallas, TX, at the Dallas Cursillo Center on November 11 – 12, 2005. 

3.  Regional Secretariat

The Regional Guidelines suggest a Regional Secretariat meeting twice a year.  This year, the agenda for the National Encounter (to be held in Atchison, KS) is allocating a time period on Friday, July 29, for a Regional Secretariat meeting.  We hope all diocesan Lay Directors and Spiritual Advisors are planning to attend the National Encounter and will be available to participate in the Regional Secretariat meeting.

The second Regional Secretariat meeting for the year will be held on the Friday afternoon of the 2005 Fall Regional Encounter, November 11, 2005, from 2-5 PM. 

4.  Region 8 Service Team Vacancies

One vacancy in the English Region 8 Service team was created when Roni assumed the responsibilities as Region 8 Coordinator.  According to the Regional Guidelines, Section II, #2 g-h, the Regional Secretariat selects the Regional Service Team members.  The candidate needs to come from the English School of Leaders, however since the Regional Secretariat consists of all three languages, all the affiliated language diocesan Lay Directors and Spiritual Advisors will vote on the candidate.  (The Regional Secretariat is affiliated to Region 8 by payment of the annual Affiliation Fee, see item #5 below.)

 The process for the English Service Team selection will be:

1.      Candidate applications for Service Team may be submitted according to the qualifications outlined in Regional Guidelines, Section VI, #2.  See Attachment A.

2.      The applications are to be submitted by April 30, 2005 to Lucy Gonzales, Regional Chairperson.  Applications postmarked after April 30 will not be accepted.  Lucy’s address is: 164 Private Rd 433, Milford, TX, 76670.

3.      The candidates’ application and qualifications will be distributed to the affiliated Regional Secretariat for a vote.  The candidate may wish to submit their qualifications in a “resume” format along with a picture.  The picture may help in recognizing the name since often time we may have heard of a leader without realizing that we actually did meet the person at a regional workshop or encounter.

4.      The vote will be tallied on May 31, 2005,with the selection announcement shortly thereafter.

 It is very important that you start communicating the vacancy and the selection process to the diocesan Secretariat and School of Leaders as soon as possible.  Time is of the essence and we want to ensure that all interested persons have the opportunity to be nominated or to submit their application for service to Region 8 by April 30, 2005.

 The service term for Lucy Gonzales and Gilbert Hernandez ends on September 30, 2005.  We will follow the same process as mentioned above for the selection of 2 new members to the Spanish Service Team.  It is not too early to start considering possible candidates for this Service Team.

 5.  Affiliation Fees

At the 2004 Fall Encounter in Austin, TX, the Lay Directors and Spiritual Advisors agreed to the Year 2005 Region 8 Affiliation fee of $150.  We thank the dioceses that have already paid their affiliation fee.  If your diocese has not paid the current per language group affiliation fee or paid $100 instead of the $150, we would appreciate payment by April 15, 2005.  If you have any questions, please contact Roni Trevino, Treasurer, at 210-573-1728 or cursilloregion8@yahoo.com.

6.  Evangelization Walk

Please support the Evangelization Walk endorsed by the National Cursillo Movement.  Funds raised by this event benefit the Cursillo Movement Region 8, which helps in providing diocesan workshops and the Regional Encounter.

7.  Diocesan Visits

The respective language Region Service Teams will personally contact all Lay Directors to ascertain the needs of the diocese and the means of assistance.  If possible, we would like to schedule visits with the dioceses to see how we can further the how and the why of the Cursillo Movement.

Thưa quí Linh Hướng và quí anh chị, với sự thôi thúc của anh Lê Tinh Thông, Điều Hợp Viên QG ngành Việt-Nam cùng sự vận động tích cực của một số anh chị trong Trường Lãnh Đạo thuộc GP Houston và TGP New Orleans, Nhóm Phục Vụ Miền Lâm Thời đã được hình thành vào Đại Hội Miền mùa Thu năm 2002 dưới sự điều hành của anh Vinh Sơn Nguyễn Duy Từ để chuẩn bị cho một Nhóm PVM chính thức vào Muà Thu năm 2003. Trong kỳ ĐH Miền VIII tại Fort Worth ngày 12-13 tháng 9 năm 2003, một số anh chị em cursillista Vietnam thuộc các BĐH và TLĐ các Giáo Phận trong Miền đã dành riêng tối thứ Sáu để họp bàn và bổ sung nhân số vào Nhóm PVM vì anh Từ xin nghỉ với những lý do đặc biệt. Chị cursillista Maria Trần Thị Lài thuộc GP Austin đã được anh chị em đề nghị là thành viên chính thức của NPVM, đồng thời anh chị em cũng đề nghị anh Antôn Nguyễn Đức Hưng và anh Phaolô Ngô Chánh Sứ là những Trợ Tá trong NPVM để NPVM có đủ nhân lực hoạt động.

NHÓM PHỤC VỤ MIỀN VIII (Vietnam)

Theo bản Hướng Dẫn Việc Tổ Chức NPVM của VPTƯ thì mỗi nhóm ngôn ngữ (Mỹ, Mễ, Việt) cần bốn thành viên chính thức, bốn người này sẽ chọn ra một người Điều Hợp Viên cho Miền. Sau đó NPV sẽ chọn một Vị Linh Hướng cho Miền.

Dựa theo bản Hướng Dẫn trên, Nhóm Phục Vụ Miền VIII đã đề cử anh Vinh Sơn Phạm Quỳnh Tín trong vai trò Điều Hợp Viên Miền và đồng thời cũng chính thức mời cha Giuse Phạm Văn Tuệ [đương kim Linh Hướng PT Cursillo TGP New Orleans ngành VN ] làm Linh Hướng cho Miền. Tối 14 tháng 9 năm 2003 anh ĐHV Miền thay mặt cho NPVM đã thưa với ngài trong TLĐ/TGP New Orleans và ngài đã nhận lời trước sự hiện diện của khoảng gần 40 anh chị em sinh hoạt thường xuyên vào mỗi tối thứ Hai.

Mặc dầu mọi việc của Miền cần sự “đâu lưng đấu cật” của các thành viên. Tuy nhiên để công việc có thể đem lại nhiều kết qủa, anh chị em trong NPVM đã đồng ý phân bổ phần vụ tùy theo khả năng Chúa ban cho mỗi người, qua sự chuyên tâm vào từng lãnh vực cũa mỗi người sẽ đem đến cái nhìn sâu sắc hơn và rồi cả Nhóm sẽ đồng tâm hiệp lực thực hiện. Dĩ nhiên, đây là những công việc của Phong Trào, vì thế lời cầu nguyện và sự hỗ trợ tích cực của các anh chị cursillistas, nhất là các BĐH các GP là việc vô cùng quan trọng trong sự đạt tới thành công

DỰ TRÙ CUỘC TĨNH TÂM DÀNH CHO CURSILLISTAS LÃNH ĐẠO THUỘC MIỀN VIII.

Trước khi Chúa Giêsu khởi sự rao giảng, Người đã vào sa mạc 40 đêm ngày để cầu nguyện. Thánh Phaolo đã được Chúa cho cơ hội mù lòa 3 ngày 3 đêm để xét mình về việc Chúa kêu gọi ông. Noi theo gương Chúa Giêsu và Thánh Phaolô quan thầy PT Cursillo, NPV Miền dự trù tổ chức một Ngày Tĩnh Tâm cho toàn thể các BĐH/GP, các anh chị trong các TLĐ, các Liên Nhóm Trưởng, Nhóm trưởng và những anh chị cursillistas có ý hướng muốn dấn thân phục vụ Phong Trào trong các GP và TGP thuộc Miền VIII. Ngoài những giờ phút dành cho chủ đích tĩnh tâm, chương trình dự trù có thêm phần thảo luận giữa các Linh Hướng, phần thảo luận của các BĐH/GP và phần thảo luận chung của mọi cursillista tham dự. Chương trình dự trù khai mạc tối thứ Sáu và bế mạc vào trưa Chúa Nhật. Thánh lễ bế mạc sẽ do Đức Cha Mai Thanh Lương chủ tế nếu ngài không bận vào những công việc quan trọng khác ((cũng có thể mời Giám Mục sở tại tới thăm)

- Thời gian: Từ ngày 5 đến ngày 7 tháng 3 năm 2004

- Địa điểm: Trung Tâm Saint Paul Cursillo - Houston.

Mục đích của Cursillo là giúp người Kitô hữu sống đời sống Kitô hữu đích thực thể hiện từ chính cá nhân, qua cộng đồng Hội Nhóm, Liên Nhóm, Miền, Quốc Gia và trên toàn thế giới để thiên hạ nhận ra Giáo Hội Chúa mà chúng ta đã được tìm hiểu trong Khóa Ba Ngày qua Rollo “Người Giáo Dân Là Giáo Hội Nơi Trần Thế”. Việc các cursillista lãnh đạo trong toàn Miền cùng quây quần để đào luyện tâm linh, cùng nhau đón nhận và chia sẻ Ân Sủng Chúa, thể hiện một Cộng Đồng yêu thương, nâng đỡ để dấn thân là việc NPV Miền cảm thấy rất cần thiết cho việc khởi sự một tiến trình hoạt động của Miền. Việc hưởng ứng đông đảo và tích cực của quí Linh Hướng và quí anh chị cursillista sẽ khích lệ NPV Miền mạnh tiến trong công tác phục vụ.

BĐH Miền nhận thấy đa số các anh chị cursillista lãnh đạo thường là những anh chị dấn thân vào các công tác tông đồ của giáo xứ nên rất bận bịu trong Mùa Chay. Tuy nhiên theo ý cha Linh Hướng thì tĩnh tâm được tổ chức vào Mùa Chay vẫn mang một ý nghĩa thích hợp. Vả lại sự họp mặt của các cursillista lãnh đạo trong toàn Miền vào thời điểm này cũng đáp ứng được yêu cầu của VP Cursillo Trung Ương là Miền cần có một Đại Hội dành cho các cursillista lãnh đạo vào mỗi Mùa Xuân hàng năm.

VPĐH Miền mong đón nhận được những ý kiến đóng góp của quí BĐH/GP, các Liên Nhóm trong toàn Miền để buổi Tĩnh Tâm mang lại nhiều kết qủa. Sau khi đón nhận những ý kiến đóng góp, VPĐH Miền sẽ có thông báo chính thức vào tháng 12 – 2003 để quí Linh Hướng và quí anh chị có thời gian chuẩn bị.

BÁO CÁO CỦA VPĐH/GP CHO VPĐH/MIỀN

Để NPV Miền có thể thực thi được trách vụ của mình, VPĐH/Miền tha thiết yêu cầu các VPĐH/GP gởi về VPĐH/Miền:

·        Danh sách BĐH với những chi tiết cần thiết (địa chỉ, số phôn, e-mail). Những GP chưa có BĐH xin gởi danh sách BĐH Liên Nhóm hoặc Nhóm, kèm theo tổng số cursillista trong GP và cho biết tổng số các cursillista hoạt động.

·        Bản Kế Hoạch Mục Vụ năm 2003 (nếu có) và bản Kế Hoạch Mục Vụ cho năn 2004.

·        Bản Nội Qui của PT/GP và bản Nội Qui dành riêng cho ngành Việt-Nam nếu có.

·        Bản liệt kê nhu cầu cần sự giúp đỡ của NPV/Miền (các Khóa Hội Thảo Lãnh Đạo, Đại Ultreya, các Khóa Hội Thảo tìm hiểu về PT Cursillo v.v.)

Những yêu cầu nêu trên dựa trên tài liệu “Hướng Dẫn Về Cơ Cấu Miền” do VP Cursillo QG phát hành. VPĐH/Miền sẽ gởi tới các BĐH/GP mẫu báo cáo để có sự thống nhất.

Anh Vinh Sọn Nguyễn Duy Từ, thành viên NPV/Miền và là cựu Điều Hợp Viên Miền VIII đã xin từ nhiệm vì lý do qúa bận bịu với những trách vụ khác. Trong một năm qua anh Nguyễn Duy Từ đã nỗ lực kêu gọi các BĐH/GP về tham dự Đai Hội Miền tại Fort Worth tháng 9 vừa qua để chính thức hình thành BĐH/Miền nhiệm kỳ 03-06.
