NHTSA gives cost of
Maine motor vehicle crashes: ~$0.9 billion annually; 14.73 fatalities/100k population
Maine Roundabout Law "The operator of a vehicle at intersecting public ways has the right-of-way over a vehicle on the operator's left, and must yield right-of-way to one on its right, except:
A. At a traffic circle or rotary; or ..."

Kennebunk - off I-95, Exit-3, at the
intersection of Fletcher (Rt-35) & Storer Streets - opened Fall'03
- "The purpose of the roundabout - which town officials have emphatically point out is not a rotary - is to slow down traffic since a roundabout forces a 90 degree turn. The roundabout will feature a center island with an elevated truck apron to allow trucks around it while preventing vehicles from going through" said
Dale Mitchell, PE (with
Dufresne-Henry) & "almost 90 percent of the funding is federal with the state paying the balance of the $2.3 million cost of the project." Used RODEL
Kennebunkport -
Dock Square - Soldiers & Sailors Monument (1909), just east of bridge.
Rt-1 & Rt-35 has splitter islands w/o RDB
South Portland - DeLuca-Hoffman Associates, Inc. completed the design of numerous roadway improvements in the Knightville/Millcreek business area to accommodate the reduced levels of traffic caused by the opening of the Casco Bay Bridge. The work included a conversion of numerous streets to accommodate two-way traffic. The centerpiece of the project was the construction of a
roundabout at Legion Square
.
<== the city omitted the divider islands & posted stop signs on all legs against the advice of their designers! Michael Wallwork did the peer review. The designers are now with Gorrill-Palmer out of Grey, Maine
Gorham -
Little Falls (Rts 202/4/237, near Portland)
map built ~1997 - Goreham Public Works maintains it & Maine DOT built & paid for it - "its improved traffic flow & reduced the severity of accidents" - Yield lines have not been painted because of the danger/difficulty of painting in 1 lane traffic.

NHDOT sometimes uses the word "traffic circle", not "Roundabout" - Commissioner Carol Murray appeared to oppose their construction before 2005
From the Commissioner's Spring'03 "
On the Move" editorial page, she writes "Intersections, which by design are a planned point of motorist conflict, were responsible for 9,000 fatalities and 1.5 million injuries in just the year 2001 {Nationwide?}. This strongly suggests the need to conduct comprehensive intersection analyses to determine where safety problems exist and what can be done to address them. The state of New Hampshire is among the leaders in developing statewide intersection safety plans." <== This has the word ROUNDABOUT written all over it, but the word appears no where in this Spring Newsletter.
--------------------------------------------
Received from Commissioner Murray, 12 June'05: "Currently, we are in final design for a roundabout in
Meredith and a roundabout is being constructed in
Plymouth. We had designed and opened bids on a roundabout in
Rye, but the construction contract was not approved by the Executive Council. There seems to be continued support for this design in the seacoast area and we anticipate taking it out to several public meetings. Designs are underway for
Keene and I believe that there is support in the public for them."
"In summary, I would again say that roundabouts are appropriate for many settings and offer advantages over conventional intersection design. They are not a 'silver bullet' but need to be part of our design choices."

Carol Murray"

People have been unhappy with the downtown area since ~1970 & the NHDOT work did not help much. Brandon Gray (Economic Development Director, 603-532-7880); NHDOT Roundabout design predicts "failure" 5 years after completion. Also,
Team Jaffrey has been told, if 1 Roundabout is built, then there must be a 2nd at the 4-way Intersection nearby, which would destroy parts of a registered Historic District. Public hearings will be held in 2003.
The 4-way intersection seems to have just barely 125ft for a 2nd Roundabout without disturbing any existing buildings or the dam on the river. VHB has been hired to study several possible solutions

Dufresne-Henry - From
Town Plan 2000: "A new Bypass Committee, formed in 1997, produced a set of design criteria for any road that is constructed. In order for the road to be integrated into the community, it must be designed as a low speed parkway with curbs or narrow shoulders, substantial landscaping of trees and shrubs, and pedestrian amenities. Intersections with existing roads will be designed with roundabouts and no commercial development shall be allowed along the length of the road or at the intersections." Communities Project - Livable Cities, Smart Growth, Public Transportation
(as the 1st of 5 listed interests)
clf.org/transportation is a resource for people working to create more livable communities by improving transportation. Transportation affects not just how we get places, but what those places are like. In New England, CLF has advocated such transportation initiatives as:
- making neighborhoods safer, quieter and more child-friendly
through traffic calming;
- bringing new life to old commercial areas with public transit improvements; and
- improving local mobility by retrofitting streets for bicycling and walking.
CLF works to improve transportation for people
living and working in city neighborhoods, suburbs, and rural areas alike.
While CLF is primarily concerned with opportunities and problems in New
England, its publications and listserv maintain an international
audience. People who use our listserv and who read our publications include
private individuals, elected officials, agency and nonprofit organization
staff members, community group leaders and consultants.
Council of University Transportation Centers
