Using the graph, the average water level is around 7.5ft, the lowest I've seen is 3.5 and the highest around 16ft.  All recorded around 3.5 miles SE from my house.  

Neuse River is primarily a wind tide:

Wind from the East = high water

Wind from the West = low water.  

Lunar Tide Change (i.e. with little wind), is only around 1/2 foot variation.
