BY-LAWS OF PAL SOCCER LEAGUE, INC.

 

DUTIES OF THE BOARD OF DIRECTORS

Members of the Board of Directors shall:

1.      Carry out their duties in a spirit of cooperation, keeping in mind that the program belongs to our youth.

2.      Use their own initiative in fulfilling routine assigned duties, but first secure Board approval for expenditures or other actions.

3.      Attend the meetings of the Board of Directors.

4.      Report progress/problems at each meeting of the Board of Directors.

5.      Assist in conducting registration.

6.      Assist in upholding and enforcing the constitution, by-laws and rules of PAL Soccer League.

7.      Pass on job-related knowledge and information to successors.

PRESIDENT

The President shall:

1.      Uphold and enforce the constitution and rules of PAL Soccer League.

2.      Coordinate and represent the entire program.

3.      Assist in selecting people to fill non-elected positions on the Board.  Follow up to make sure jobs are being done.

4.      Conduct meetings of the Board of Directors on a regular basis.  Call special meetings of the Board as deemed necessary.

5.      Keep the Board of Directors informed of issues regarding the program and involved in pertinent discussions and determinations.  Present recommendations to the Board and carry out their decisions.  When timely action is required for the good
of the program, the President may act after consulting with the Executive Committee and receiving at least two concurrences.  The President will inform the Board as soon as possible of such actions.

VICE-PRESIDENT

The Vice-President shall:

1.      Preside over Board meetings and carry on the duties of the President in the
event of the  President’s absence or disability.

2.      Organize and manage the end-of-season tournament.

SECRETARY

The Secretary shall:

1.      Keep minutes of the meetings of the Board of Directors and provide a report of
 the minutes to the Board.

2.      Give notice of all meetings when directed by the President.

3.      Be responsible for all correspondence as directed by the President and the
Board of Directors.

TREASURER

 The Treasurer shall:

1.      Collect all funds due the organization and make disbursements for payments of 
all obligations as authorized by the Board.

2.      Keep a suitable set of books and submit monthly statements to the Board.

3.      Maintain records and receipts for all transactions for five years.

4.      Prepare a year-end statement covering all receipts and expenditures and submit
a copy of the year-end statement to the SAY National Office.

 DIRECTOR OF REGISTRATION

 The Director of Registration shall:

1.      Organize and conduct registration sessions for players and coaches.

  2.      Set up procedures for late registration of players and coaches.

3.      Provide registration data to the Director of Database.

4.      Maintain registration records, safeguarding information and birth certificates.

DIRECTOR OF EQUIPMENT

The Director of Equipment shall:

1.      Inventory equipment on hand (e.g., goals, nets, anchors, corner flags, balls) prior
 to the season to determine needed repairs and procurement.

2.      Advise the Board and secure approval for necessary equipment expenditures.

3.      Order sufficient quantities and sizes of soccer balls for sale at registrations.
Conduct soccer ball sales at registrations.

4.      Distribute all practice balls and game balls to the Age Group Commissioners
and keep a record of such distribution.

5.      Distribute the field equipment (corner flags, nets, goal anchors, etc.) to the 
Director of Fields.

6.      Collect, inventory and store equipment belonging to the organization at the end
of each season.  Follow up on unreturned equipment.

DIRECTOR OF FIELDS

The Director of Fields shall:

1.      Locate sites for playing and practice fields.

2.      Enlist volunteers to help in marking and maintaining fields.

3.      Schedule and supervise the initial layout and marking of fields.

4.      Make sure fields remain free of debris, holes and potential hazards.

5.      Schedule practice field usage (dates, times, locations).

DIRECTOR OF DATABASE

The Director of Database shall:

1.      Create and maintain automated records on all registered players and coaches.

2.      Build balanced teams using computer data and Board-approved requests.

3.      Provide coach and team data to Age Group Commissioners.

4.      Generate official team rosters.

DIRECTOR OF SCHEDULING

The Director of Scheduling shall:

1.      Prepare the schedules of all regular season games and end-of-season
tournament matches, with separate formats for each age group.  (Schedules shall
include team names and the date, time and location of each game.)

2.      Be as equitable as possible in the assignment of early and late games, 
weeknight games (if necessary) and travel to non-PAL Soccer sites.

3.      Provide the respective schedules to the appropriate Age Group Commissioners
with enough lead-time to allow sufficient notice to the coaches.

DIRECTOR OF PUBLICITY AND INFORMATION

The Director of Publicity and Information shall:

1.      Prepare and disseminate notices and information regarding the organization for
publication in local media and distribution in other outlets.

2.      Arrange for a photographer to take and offer team and individual pictures.  
Present applicants to the Board for approval prior to the season.

3.      Arrange for copies of the team pictures, with associated players’ and coaches’
names, to be published in local newspaper(s).  If necessary, first secure parental 
permission to publish players’ names and pictures.

4.      Obtain team pictures of the tournament winners and runners-up and provide, 
along with the players’ and coaches’ names, to local newspaper(s).

5.      Handle distribution of sponsors’ plaques.

 DIRECTOR OF PURCHASING

The Director of Purchasing shall:

1.      Be responsible for the procurement of uniforms, balls, goals, nets, corner flags 
and all other equipment necessary to the soccer program.

2.      Turn over the materials purchased to the appropriate Directors for disposition.

3.      Unless approved otherwise by the Board, seek out multi-bids (at least two) for 
any purchases over $100.  Bids must be made part of the purchase records and
available for review.

DIRECTOR OF REFEREES

 The Director of Referees shall:

1.      Be responsible for the assignment of qualified referees for all scheduled games.  Designated assignors may be employed to arrange the actual assignments, with 
compensation amounts determined by the Board.

2.      Distribute SAY and PAL rulebooks to all referees.

3.      Be responsible for payment of fees owed to referees, obtaining funds from the
Treasurer and afterwards providing the Treasurer signed documentation of the
payments.  Referee fees will be determined by the Board.

4.      Be the liaison between the referees and the Board.

5.      Investigate and attempt to resolve complaints about the referees or officiating.

6.      Report to the President any incident or problems involving referees.

  DIRECTOR OF WEBSITE

The Director of Website shall:

1.      Be responsible for establishing and maintaining an Internet Website to provide
information about PAL Soccer League, to include registrations, practice locations, 
game schedules and sites and listing of Board of Directors.

2.      Refer requests for any other information to the President.

  DIRECTOR OF CONCESSIONS

The Director of Concessions shall:

1.      Be responsible for organizing and operating concession stands at Twin Oaks
Park and the Niceville Recreation Complex during PAL Soccer’s season.

2.      Be responsible for procuring needed supplies and equipment, obtaining receipts
for all expenditures and forwarding them to the Treasurer in a timely manner.

3.      Schedule teams for concessions stand duty.  Provide the schedules to 
appropriate Age Group Commissioners, who will notify their respective coaches.
Inform the Age Group Commissioners of any no-shows and their rescheduled shifts.

4.      Collect cash boxes from the concession stands at the end of each operating day.  In a timely manner, turn over excess monies to the Treasurer.

DIRECTOR OF VOLUNTEERS

The Director of Volunteers shall:

1.      Collect PAL volunteer forms after each registration session, using the information
to build and maintain a volunteer availability database.

2.      At the request of another PAL Director, contact volunteers for details/duties.

3.      Implement and administer the SAY Volunteer Screening Program.  Maintain all 
completed SAY Volunteer Application Forms in a safe and confidential location for two years.

AGE GROUP COMMISSIONERS

The Age Group Commissioners shall:

1.      Be the primary contact for coaches, players and parents in assigned age group
and attempt to deal with questions, complaints and concerns involving persons in or
related to the age group.

2.      Receive and distribute balls and other equipment to their coaches, keeping a 
record of such distribution.  Be responsible for collecting issued equipment from their
coaches immediately after the soccer season ends.

3.      Attend pre-season coaches’ meeting to distribute Board-approved materials to
their coaches and to provide pertinent information.

4.      Establish and maintain a telephone and/or internet communications net with their
coaches to facilitate rapid notification and contact.

5.      Be responsible for seeing that every team in assigned age group has a coach.
