Joe Wiley Jenkins was born on a small farm in southwestern Missouri, where he remained through high school. He obtained a BS degree in mathematics from Kansas State College, Pittsburg, Kansas, and subsequently a MS and PhD in mathematics from the University of Illinois, Urbana-Champaign. His first academic appointment was to SUNY at Albany, where he served as Professor and Department Chair spanning 28 years, before coming to NSF in 1991.

His research interests centers around analysis on Lie groups in general, and more specifically, nilpotent Lie groups. One aspect involves studying PDEs as the image under a representation of the universal enveloping algebra of a nilpotent group. More recently, he has studied the relationship between multiplicity free representations of a compact subgroup of the unitary group; the co-adjoint orbit structure, the moment map, and commutivity of certain convolution subalgebras.
