Phoenix Commended for Its Outreach to Minority, Woman and Small Business Owners

The city of Phoenix's Minority, Woman and Small Business Enterprise (M/W/SBE) Participation Program, the only one of its kind in Arizona, provides certification services and offers training, technical support, networking, a bid price incentive and subcontracting opportunities to minority, woman and small business owners. The program recently was extended to June 2010 by the Phoenix mayor and City Council.

The results of the 2005 study by a consultant, MGT of America Inc., commend the city for its targeted outreach efforts that include workshops, seminars and the creation of an M/W/SBE Web site. Phoenix also was commended for establishing Small Business Enterprise subcontracting goals on construction projects and a race-neutral SBE contract reserve program. The report showed significant increases in the absolute and relative dollar value of M/WBE utilization since the 1999 Phoenix Disparity Study.

"Business development is one of the city's key organizational values. Our goal is to make sure that all M/W/SBEs receive their fair share of city business opportunities," said Carole Coles Henry, city of Phoenix Equal Opportunity Department director. "We want these companies to fully participate in the city's construction contracting, all goods and services contract opportunities and our business assistance programs."

The city also will closely monitor the use of businesses by race, ethnicity and gender on an annual basis to determine whether the program can eliminate disparities by gradually reducing race and gender goals and increasing race- and gender-neutral goals.

Phoenix also was commended for its M/W/SBE Web site that includes information on business opportunities, uniform certification application, directory of certified firms, how to do business with the city and information on loan programs.

The certification directory is used by businesses interested in bidding on city construction contracting or goods and services procurement opportunities and also provides online access to the certification status of the certified firms.

"This program involves all city departments, lead by the Finance, Equal Opportunity, Engineering and Architectural Services and Community and Economic Development departments," said Deputy City Manager George Flores. "We will continue to strengthen this program and make it even more successful in the future building on its strong and proud foundation."

In 1993 and 1999, the city commissioned similar studies that revealed a significant underutilization of minority- and woman-owned firms in obtaining city contracts. The studies helped document whether discrimination exists and are legally required to implement and maintain race- and gender-based programs. The new ordinance govering the program took effect on July 1.
