Investigations
Mr. Cox has handled several types of government investigations.
He has eliminated or substantially reduced civil penalties, damages and other sanctions against companies accused of violating federal hazardous materials transportation laws. Clients have included major industrial manufacturers, biotechnology companies, freight-forwarders and their insurers. Mr. Cox also provides advice concerning compliance with federal hazardous materials regulations. He serves as Legal Counsel to the Washington, D.C.-based Dangerous Goods Advisory Council.
He has managed clients’ involvement in several high-profile aircraft accident investigations conducted by the National Transportation Safety Board, the Federal Aviation Administration and foreign government investigatory agencies.
He has managed automotive manufacturers’ safety recalls and provided advice concerning compliance with laws and regulations enforced by the National Highway Traffic Safety Administration and other consumer protection agencies.
He managed a large, national trade association’s involvement in an antitrust investigation by the U.S. Department of Justice.
Regulatory Affairs
Mr. Cox has drafted formal, written client comments and provided strategic advice in a wide variety of rulemaking proceedings, often involving consumer protection, public safety and homeland security. Mr. Cox has a proven record of regulatory success in avoiding or overturning adverse agency decisions by developing and managing inter-disciplinary legal, legislative, regulatory and public relations campaigns.

Drafting and Lobbying
Just a few words in a bill or committee report can make the difference between opening a new market for a client’s product or service and killing an established line of business. Mr. Cox has drafted and obtained enactment of state and federal legislation. He has lobbied into law statutory language that makes it possible for his clients to bid on government contracts, compete for new commercial opportunities, and avoid misguided and unduly-burdensome regulations and restrictions. Mr. Cox’s clients also have received millions of dollars in federal startup grants.
Legislative clients have included automotive firms and trade associations, data service providers, high-technology startups, major government contractors, insurance service organizations and manufacturers of transportation safety technology.
