5—Energy incentives bill
passes after hard debate
Rhode Island
lawmakers yesterday approved a bill that would
give the state’s major power supplier,
National Grid, a financial bonus for entering
into long-term contracts to buy alternative energy,
such as wind and solar power, despite acknowledgements
the move may raise electricity bills.
What started
as a weight limit for trucks traveling over the Pawtucket
and Sakonnet river bridges morphed into a compromise
last night that relies on promises the state police
will not slap truckers who have laminated “empty” signs
in their windows with new $3,000 fines aimed at raising
money for the cash-strapped state.
After five hours of extended debate,
partisan sniping, petty niggling and sometimes impassioned,
reasoned argument, the House of Representatives approved
a revised budget for the current year on a vote of
60-12, virtually identical to the package passed by
the finance committee earlier this week.

pay for R.I. “blue soil” cleanup
An energy company has agreed to
pay residents of a polluted waterfront neighborhood
in Tiverton and to clean up the massive contamination
that made the soil under their homes blue, lawyers
for the neighbors said Wednesday.

25—Legislators back Portsmouth effort to make East
Main Road safer
Three area legislators have asked
the Department of Transportation to take several short-term
steps to slow traffic on East Main Road near Portsmouth
High School after a string of fatalities and serious
injuries resulting from car-pedestrian accidents in
the last few years.
A steady stream of people went before the House Finance Committee yesterday to urge its members to reject legislation that would allow 24-hour gambling in Rhode Island.
