Marine Corps Air Station Miramar/Santee Hillside Protection Initiative launched to protect our military base and quality of life!

The Initiative was filed with the Santee City Clerk on Monday, April 19, 2004, by members of Preserve Wild Santee, Tom Abshire, Perry Shipman and Van Collinsworth. Preserve Wild Santee is the same group that successfully sponsored the 1999 referendum to overturn the City Council’s approval of a massive 3,000 unit residential subdivision on Fanita Ranch.

The Initiative proposes to amend the Santee General Plan to protect missions and operations of MCAS Miramar from residential encroachment that can reduce base utility and increase its vulnerability to closure and replacement with a noisy international airport.

Protecting sensitive hillsides surrounding MCAS Miramar also prevents increased traffic gridlock, water, air and noise pollution.

Initiative proponent Van Collinsworth, of Preserve Wild Santee, said that the Initiative is necessary because our military base and scenic hillsides face an imminent threat from urban sprawl.

Key provisions of the MCAS Miramar/Santee Hillside Protection Initiative are:

* A Park/Open Space planning designation on undeveloped areas inside the City’s official Planning Area, but outside its municipal boundary.

* Reinstatement of prior city protections for steep fire-prone slopes 25% or greater (fewer homes allowed based on the steepness of the parcel).

* 1-acre minimum estate lots for Fanita Ranch and Rattlesnake Mountain Planned Development Areas.

* Prohibits development of steep fire-prone slopes of 20% or more on Fanita Ranch.

* Prohibits development on Fanita Ranch within 150 feet of watercourses and vernal pools.

A minimum of 10% of Santee voters must sign the petition for the Initiative to qualify for the ballot.
