Meeting was held to review the schedule which is going to hell
because of graduations, weather, and this and that.

Rhode Island Faspitch League ...
06/25/96 - Lee Wilber, the head softball coach at Roger Williams
College until his retirement in the summer of 1996, started the RI
Fastpitch League in 1991. The league started with a Women's Division
for ages 16 and up.
A Senior Girls Division (for girls 18 and under was added in 1994.
There were six teams. In 1995 there were twelve; in 1996 - 14. In
1995 Lee concentrated on the senior girls division and turned
responsibility for the women's division over to Bruce Bowker, from
East Greenwich.
The league is NSA and sometimes ASA, USSSA and NASF affiliated.
The senior girls play mostly double headers late Sunday afternoon or
evening from mid June thru mid August all over the state. A
sprinkling of mid-week games were added in 1996.
There are many high school and college standouts playing in this
league. If you want to play some good competition and improve your
skills, this is the league for you.

08/11/96 - Tom Galib's "Portsmouth Lil' Bear Panthers" won everything
this year. They won the 16U NSA State Tournament in July and the 18U
USSSA State Tournament in August. Al Mignacca's Team did well as
runner up in both tournaments.
Peter Maloy's Barrington Team and Mo Jackson's Zader's Travel were
the top two in the NSA 18U. SCFun is not sure how they fared at the
USSSA.
Five teams went to the NSA Nationals in Ohio. Five teams came home
from the NSA Nationals.
07/03/97 - Lee lives in semi-retirement in Florida. He still coaches
in the league. The main responsibility for the league has fallen to Al
Mignacca and Herbie Barker.
09/21/97 - Lots of problems this past year. The weather, teams going
to tournaments instead of playing within the league. The USSSA
Tournament was sort of a joke. Then the NSA tournament fizzled when
the rains came and umpires couldn't be found for the the next day's
games.

> No alcoholic beverages are allowed. No smoking. No swearing.
> No jewelry.
> No metal spikes.
> Matching shirts and hats (optional) are required. Numbers must be
at least 5" high (1997).
> Each team will supply white stitch, 12" ball. If double-header,
one team should provide two "like" balls for one game, the other team
two "like" balls for the second game. Home team will supply bases.
> Free substitution and continuous batting order is allowed but not
necessary except for tournament play when NSA, USSA, etc. rules will
be followed.
> Pitcher must follow NSA rules during the season.
> Blood rule ... If you show blood, you must sit out for one batter.
> No tournament seedings can be established until all games are
played.

> There will be "A" and "B" divisions for 1997. It is possible to
move up from "B" to "A" for post season play.
> Teams should police their area after the games.
> Every player must play at least four games to be eligible for the
states.
> A game must start with nine players and end with nine players,
unless the ninth player is injured or sick. Automatic out rule will
be in effect.
> Any player or coach ejected from a game must sit out that game and
the next game scheduled game.
> Two forfeits (two double-headers/four games) and that team will be
dropped from the league.
> A given team must play all other teams in their division at least
once to be eligible for NSA States.
> Managers must call 90 minutes before their scheduled game time if
they will be forfeiting their game and want to avoid paying the
umpires.
> Umpire fees will go from $25 (1996) to $27.
> There will be a fifteen minute grace period before a forfeit is
called. This applies to just the first game of a diuble header.
> Do both coaches pay if one team forfeits? Or just the offending
coach?
> Player's full name will be used on lineup.

> TEN RUN RULE ... Goes into effect after five innings, or 4&1/2 if
home team is ahead. Complete innings do not have to be played. First
team up by 10 runs wins the game. This is a change from 1996.

> TIME LIMITS. All double-headers will have a time limit of 1:40
for each game. BOTH GAMES, not just the first. No new inning can
start after the time limit.
Once an inning is started, it will be completed, "top" and
"bottom".
Example: It's the end of the fifth inning. The time is 1:36. One
manager wants to stop now, the other wants to continue, which is
within his or her rights. So the game is continued. The top of
the sixth is completed at 1:45. The bottom of the sixth will still
be played if necessary.
