03/10/2003: URGENT NEWS UPDATE; The Safe Explosives Act
The Safe Explosives Act embedded inside the Homeland Security Act imposed new restrictions on amateur, high power and model rocketry. Starting May 24, 2003, consumers will need an ATF permit to purchase rocket motors using ammonium perchlorate composite propellant (APCP). Amateurs who make their own ammonium perchlorate composite propellants will also need an ATF permit to move ammonium perchlorate composite propellant within the state it is made. Prior to this, a permit was only required when amateurs transported APCP out of the state they made the propellant in. Also, black powder commonly used in ejection charges for deploying parachutes cannot be purchased for this purpose after May 23rd without an ATF permit. There are many more implications being brought about by this legislation, one of which is that shipping companies will refuse to ship rocket motors and propellant. UPS has already even though the Explosives Act does not take affect until May 34, 2003. Most other carriers will probably refuse to accept rocket motors for shipment on or before that date.
The ARSA, NAR and Tripoli are at present encouraging their members and other interested parties to contact their Senators about this unnecessary and burdensome legislation.

NEWS UPDATE; New Roanoke, VA NAR Section!!!
We held our first meeting for forming a new Roanoke/S.W. Virginia NAR Section on Sunday 9/29/2002. We have chose the name of Star City Area Rocketry Enthusiasts (SCARE). I was voted president and Mike Overacker was voted to be secretary / treasurer. Other charter members present were Jon Barnhardt, Eric Brown and Kevin Spangler.
Dues were set at $20.00 per year and a $5.00 initiation fee. A membership application has not been created yet so in the mean time if you want to join please send me your pertinent information including you NAR number and enclose with a check or money order for $25.00 made out to Mike Overacker and mail to,

Monthly meetings will be held at Roanoke County's "Green Hill Park"
the
second Sunday of the month at
1:30 PM. And weather permitting we will have a launch immediately after the
meeting. NAR safety rules will apply. So bring some rockets and motors with
you and join us and help us to "Bullet the Blue Sky" following the
meeting. Should the weather not be cooperative enough to allow launching come
on out to the park at 1:30 PM and we will then decide on an alternate location
to have the meeting.

LAUNCH DATES
Monthly launches will be held at Roanoke County's "Green Hill Park" the second Sunday of the month immediately following our 1:30 PM meeting. Weather permitting. NAR safety rules will apply. So bring some rockets and motors with you and join in and help us to "Bullet the Blue Sky" following the meeting.
Launch equipment will be on site that will be capable of handling up to G impulse motors and smaller. (¼" launch lug maximum!) Should you have any rockets in the 1-3.3# weight range or using more than 4 oz. of propellant please notify me by noon the Thursday before the launch date so we can inform the necessary FAA officials. At our current launch site we unfortunately cannot allow high power "Level 1, 2 or 3" flights. We are working on securing a site and a FAA waiver that will allow the accommodation of high power flights.
