Council meeting between the Cheyenne and Arapaho Indians and their agent at Seger Colony, Oklahoma Territory, 1900.  The referenced agent, whose backside is partially visible near the center of the photograph, should be Major George H. W. Stouch, who began his term as agent in January 1900. Stouch introduced John H. Seger to the noted author, Hamlin Garland, who came to Seger Colony for the first time in May 1900. Garland (probably the other person whose backside can be seen near the center of the above photograph) returned to Seger Colony a number of times. He wrote stories on the Cheyenne and Arapaho Indians based on his conversations with Seger. Six of those stories appear in The Book of the American Indian.
