Morgan's Letter Regarding the
Construction of the Indian School at
Seger Colony, Oklahoma TerritoryTo Charles F. Ashley, Agent for the Cheyenne and Arapaho Indians, from
Thomas J. Morgan, Commissioner of Indian Affairs
Department of the Interior
Office of Indian Affairs
Washington, April 23, 1891
Chas. F. Ashley,
U.S. Indian Agent,
Cheyenne & Arapahoe Agency, Okl.Sir:
The plans which have been made for the new school buildings to be erected at Seger Colony provide for only one building. For the proper carrying on of an Indian Industrial Boarding School, barn stable, cow shed, pig-sty, out-buildings, fencing, etc. etc., will of course be needed in addition to the building provided for dormitory and school use.
Please consult Mr. [John H.] Seger as to what will be needed, and submit in detail an estimate of what you and he together deem will be the necessary cost of supplying these needs.
Cannot these improvements be made next winter by you in open market under the immediate supervision of Mr. Seger, largely by Indian labor, some of it school boy labor, and with little skilled white labor beyond that which can be furnished by a school carpenter, should such an employe be allowed the Seger School.
Very respectfully,
(Signed) T. J. Morgan
Commissioner.
