Who may join and how do I join the Columbus Neighborhood Association?
All residents and businesses within Columbus
Neighborhood boundaries may join Columbus Neighborhood Association.
Refer to the Membership page at
this site for information and a membership form or contact our
president, Dan Bales.
Membership is not required to attend CNA
meetings. However, only members may vote.
Who may join Valley Glen Swimming Pool? How much does it cost?
Valley Glen Swimming Pool membership is separate from
membership into CNA. Refer to the Valley Glen Swimming
Pool web page for details.
Pets
Are there laws regulating the number of cats and dogs I may keep at my home?
A household may have no more than three cats or dogs. Combinations of both may not exceed five animals (example: three dogs & two cats; three cats & two dogs).
Is neutering required for indoor pets?
Neutering is required for ALL cats and dogs .
My cats like to hunt. Am I allowed to let my cats roam?
All cats and dogs must be kept on a leash or within a confined area (fenced yard, pen) when outdoors.
Is there a City license for pet owners?
Register all cats and dogs with the City of Tulsa. Proof of current innoculation is required at the time of registration. A document showing proof your pet is neutered may be required. Contact the City animal shelter for information about fees, special exceptions and breeder information.
Public Schools
Where do I enroll my children for public schools?
School registration procedures may be obtained by
calling our local schools:
- K-6 - Columbus Elementary, 10620 East 27th Street,
925-1460.
- Middle School - Foster Middle, 12121 East 21st Street,
746-9500.
- High School - East Central, 12150 East 11th Street,
746-9700.
Tulsa Public Schools offers special programs in English as a Second Language, Gifted
and Talented, Alternative Education, Special Education and many others to meet your child's needs. Special program options are not available at all locations. However, your child may still be eligible. Visit your local school or contact the Education Service Center, 746-6800, about criteria and enrollment procedure.
Utilities
Who do I contact for utility services?
Columbus Neighborhood services are provided as
follows:
- ELECTRIC - AEP (Public Service Co.), 888-216-3523. The
cost for electricity turn-on is $25, which is billed to your first
electric bill. Same day turn-on is available for an additional charge
of $25. Otherwise, a 24-hour notice is normally required.
- WATER - Water service is handled by the City of Tulsa
Utilities Department. To speak to a representative, you may call
596-9511 between the hours of 7:30 a.m. and 5:30 p.m, Monday through
Friday. Phone Center hours are 7:00 a.m. - 7:00 p.m.
- NATURAL GAS - Oklahoma Natural Gas, Customer Service,
832-7800. Call this number for emergencies, also.
- TELEPHONE - Telephone service varies, depending upon
choice of service. Line service for Columbus Neighborhood is primarily
provided by SBC, 464-7928. Digital line service will be available soon
through Cox Communication.
- CABLE - Cox Communication serves Columbus Neighborhood.
Call 665-0200 for cable TV and internet services.

Voting
Where do I register to vote?
You may register to vote at the Tulsa County Election
Board office located at 555 North Denver, 596-5780. Office hours are
8:00a.m. to 5:00p.m. Monday through Friday. Registration applicant
cut-off is 24 days before each election. You may, also, register to
vote at the headquarters of your political party and the League of
Women Voters. Voter registration forms are available at all tag
agencies and at the Oklahoma State
Election Board web page.
I'm in precinct 98. Where do I vote?
Precinct 98 votes at Columbus Elementary School, 10620 East 27th Street.
Drivers License And Vehicle Tags
How and where do I obtain an Oklahoma driver's license?
An Oklahoma driver's license can be obtained without
testing by surrendering a valid license of the same class issued by
another state. A vision screening will be administered. Proof of age
(at least 16 yr.), a second form of ID, passport or green card for
aliens and a $23 fee are required. First time Oklahoma driver's license
are issued at two Tulsa Co. locations: 529 West A Street, Jenks OK,
296-5800 and 575 East 36th Street North, Tulsa, 428-4030. First time
drivers need to inquire about testing preparation and hours tests are
administered. Thereafter, license renewal may be obtained at the
nearest Oklahoma tag agency.
Where do I obtain a vehicle tag? What other services are offered
at the same location?
The nearest tag agency is Eastside Tag Agency at 1914
S. Garnett Rd. (near the north end of the northwest shopping area at
the corner of 21st and Garnett Rd). To register your on-road vehicles,
including boats & trailers, you need to show your out-of-state
title and/or registration and your vehicle insurance verification. You
will be charged a title fee and the cost of your license plate. Other
services are driver's license renewal, Pike Pass, voter registration
forms and organ/tissue donor information.
Residential Parking
Are there parking restrictions on my street? May I park on my lawn?
Vehicles parked on City streets must be operable and may not remain parked in the same space in excess of 24 hours. Parking is not permitted on lawns.
May I park my commercial vehicle and RV at my home?
Commercial equipment and commercial vehicles may not be parked in a residential area unless they are within a fully enclosed structure. It is illegal to park any vehicle in residential areas that is not customary to residential use (such as box vans, dump trucks, semi-trailers, etc.). Recreational vehicles have specific conditions for parking in residential neighborhoods. Contact the Code Enforcement office or see Title 42; Section 402; 7. to review the requirements.
I need more parking space. Are there restrictions about size and location of driveways and parking areas?
A driveway or parking area must have an approved all-weather surface. Call INCOG, 584-7526, for specifics about your project.
Fences
I want to put a fence around my property. Are there any restrictions?
Fencing in a front yard may not exceed 4 feet in height. Side and backyard fencing may not exceed 8 feet. The City of Tulsa requires a building permit to build masonry and precast fences. Be sure to locate your underground utility lines before you begin your project.
In-home Business
May I operate my small business in my home?
Residents of the city of Tulsa are permitted to operate some businesses from their home. However, the primary use of the building must be residential. Exceptions and/or restrictions may apply. Call the Board of Adjustment, at INCOG, 584-7526, to inquire about the legality of your home business.
Outdoor Fires
Are there restrictions about outdoor fires in my neighborhood?
Yes. Outdoor burning of trash, debris, leaves and grass is prohibited. Some restriction and requirements apply for the use of grills, other patio fire-boxes, candles and deck torches. Call the Mayors Office for Neighborhoods for more informaiton.
Are fireworks allowed in my neighborhood?
Personal use of fireworks is prohibited within the city limits of Tulsa.
Outdoor Storage
Are there restrictions about outdoor storage in my neighborhood?
Generally, outdoor equipment, materials and furnishings may be stored outdoors. Building materials and firewood must be stacked neatly. All household items, auto parts and inoperable vehicles must be stored within a structure.
Building Permits
When do I need a building permit?
A permit is needed for new construction projects. A permit may be required for repairing or replacing existing features. Contact the One Stop Center at 596-9601 for more information.
Are there any home improvements and repairs that don't require a permit?
Yes, many projects do not require a permit, however, restrictions apply in most instances. Contact the One Stop Center for specifics about your project.
Landscaping
I'm landscaping my lawn. How can I tell where underground utilities are located?
Before you dig, call your utility companies to have them locate underground lines.
