I try to keep my Web Cam as much as possible. If it ever says "This 
  Camera is Offline" that means -  

  1.) I Just Restarted.
  2.) I am working on hardware on my computer.
  3.) Someone who doesn't want to be on the camera is on my computer.

  If the camera seems to be frozen then either press F5 or press the
  refresh button on your browser. Also this is a LIVE Cam so everything
  you see is in Pacific Time.
